NOVOTNY 5515 NO. WILMOT RD., McHENRY, ILL 11,1? 312-497-3103 Inaugurate Hotline To Curb Abuses Of Welfare System The Illinois Department of Public Aid has established a toll free telephone hotline to receive reports from citizens of alleged abuses of the state's welfare system. The number, 800-252-8903, began operation at 5 p.m. Friday, May 23, ac cording to James L. Trainor, state aid agency director. The unique public service is the first of its kind in the country. Only two other states, California and Massachusetts, have similar telephone hook ups, but callers are required to identify themselves. In Illinois, anonymity is at the discretion of the caller, according to James Bailey, assistant deputy director for special in vestigations. Trainor said the hotline was set up to enlist citizen assistance in the Department's efforts to identify ineligible cases on the state's welfare rolls. He said all information provided will be held in strict confidence. Callers will be asked to leave their name and address so that the Department can properly acknowledge the information and indicate that action is being taken on what has been provided. Names and ad dresses of callers, if provided, also will be held in confidence, Trainor pointed out. Trainor said the hotline will augment the agency ongoing investigative operations. A staff of 135 investigators now are assigned to units in Chicago, LaSalle-Peru, Mt. Vernon, Springfield, and East St. Louis. The toll free hotline will be available twenty-four hours a day. Callers are asked to provide as much information as possible, Bailey said. The agency needs the nature of the complaint, name of the suspected violator, his or her address, former address if known, age if known, number of children, and name of em ployer if the recipient is em ployed. Calls will be stored on a continuous tape in Springfield. Transcripts will be reviewed and assigned to investigators according to four priorities: Immediate investigation; in vestigation; referral to ap propriate office for more in formation and action as in dicated; and inadequate and incomplete for investigative purposes. In case of the latter, Bailey said staff will attempt to locate the caller for additional information. Illinois citizens long have been valuable sources of in formation involving alleged abuses of the welfare system. Information is fed to the agency directly or through the action- type columns published in newspapers and services offered by the electronic media. Trainor said the telephone hotline will greatly assist the state agency by being available to those who may be reluctant to use existing vehicles to report alleged instances of welfare abuse. Trainor urges all Illinois citizens to report any suspected violations of the public aid system. He said the in formation will help the Department weed out offenders and violators and help insure that public aid dollars are going to those who are eligible in the state of Illinois.
