f i <- • •• • V" Official Announces 1975 ACP Guidelines Jims Lucas, McHenry county executive director, reports information about basic guidelines that farmers should consider when planning to participate in the 1975 cost- sharing Agricultural Con­ servation Program (ACP). "The value and success of the ACP rests upon sound plan­ ning," Lucas said. "Each farmer should consider developing a conservation plan providing an analysis of the conservation needs of all parts of his farm. Such plans may be obtained through USDA's Soil Conservation Service (SCS). Farmers should then call or visit the county ASCS office about the practice or practices he or she chooses to undertake this year." Lucas said whether the necessary machinery, fer­ tilizer, or other materials are available are important con­ siderations in deciding which practices the farmer will put into effect. The ASCS office will endeavor to be of assistance where possible. Farmers may not receive more than the national limitation of $2,500 in cost- share payments per person per year, as imposed by law, regardless of the number of farms on which cost-sharing is received. Cal Skinner, Jr. (R- Crystal Lake) got passed last session, but saw die in the Senate. _ It would require the depart­ ment of Public Aid to reim­ burse county nursing homes for the full cost of caring and Rousing patients who are on welfare. At present, counties only receive enough to pay for the operating costs of their nursing homes, while private nursing homes receive an additional amount to com­ pensate them for the cost of building the homes themselves. "With all the revelations about sub-standard care provided to welfare financed patients by some private nursing homes, it's about time that state government stopped discriminating against nursing homes run by county govern­ ments and non-profit organizations. I think both should be treated the same way as private for-profit nursing homes are. That is all the bill in question does," explained Skinner. "We still haven't come to grips with compensating church-related and other non- for-profit nursing homes fairly, but this bill is a good first step. By next year, after Federal District Attorney Jim Thomp­ son's office gets through revealing who really owns a number of the profit-making homes in the Chicago area, I think the legislature may be ready to act more rationally.
