Legislative action by the Illinois General Assembly is required this session to ease the crisis generated by skyrocketing malpractice insurance rates, Bert Hanson, executive director of Memorial Hospital for McHenry County, asserted this week. Hanson pinpointed how this crisis has local overtones with the announcement that Memorial hospital must pay $59,000 for malpractice in­ surance for the next year, compared with $16,000 for the same coverage the past 12 months. This insurance covers all hospital employees, volunteers and board mem­ bers. The effect of the malpractice insurance crisis on doctors is known through publicity in other parts of the country. Hanson said the Illinois Hospital association, Illinois State Medical society, local hospitals and local physicians are all greatly concerned with the adverse affect the malpractice insurance crisis is having on patient care and cost of this care. "The State Medical society and the State Hospital association supports bills in the positive action before this General Assembly ends June 30," said Hanson. They are House Bill 2769 and Senate Bill 1024. Hanson and several board members have contacted members of the House and Senate in Springfield from this district, calling at­ tention to the seriousness of the problem and urging their favorable vote on these legislative proposals. Both bills call for a medical review panel consisting of a judge, a physician and an at­ torney. Each provides for the mechanism to handle malpractice claims and allows awards. Only major area to be worked out concerns a limit on the amount that will be allowed in a malpractice suit. Hanson said a $500,000 ceiling o& awards is supported by the health care organizations. "All medical and hosptial organizations supporting medical malpractice liability bills believe that to have ef­ fective legislation in Illinois, three areas should be ad­ dressed," continued Hanson. "The $500,000 limitation for compensatory damages should be included. The amount might be somewhat higher or lower, but a limitation on settlement amounts is needed." "Second, the concept of a mandatory review process through a malpractice review panel is essential to sort out unreasonable cases, cut the length of time it takes to settle cases, and cut down on the high costs a long trial requires." One of the doctors answered a query about "what can you do"'" by saying (1) pay it; (2) charge patients more for office calls and other services; or (3) quit or restrict practice to "safe" areas. At present Hanson says he sees no evidence that local doctors are inclined to restrict or pull back on health care, but if the malpractice insurance crisis is not solved, then Illjnois citizens could face Yn emergency situation witnin months. Several state organization? inserted an "Open Letter" ta the General Assembly in the Springfield newspapers to urge action on the matter. J Commercial Pilot Certificate Earned By J.S. Blundell James S. Blundell of 1619 N. Mar drive, McHenry, was awarded a commercial pilot certificate from the University of Illinois at Urbana- Champaign recently. Professor Ralph E. Flexman, director, UIUC Institute of Aviation, announced that ninety-nine aircraft pilot and instructor certificates and flight ratings were earned by students during the second semester.
