But some television programs have suddenly started "preaching" to the American public. And I'm not talking about Oral Roberts or Billy Graham. In one episode of All in the Family , Archie Bunker is in a bar, talking with a friend about marriage. His friend suggests that when one reaches middle age, he needs some extra excite­ ment, such as a little "chick" on the side. "If all you have is your wife, it's something like a box of cracker jacks with no prize inside," is how he sums it up. Whereupon Archie asks, "But what's wrong with the cracker jacks?" Archie was saying that extra-marital sex is about like a kid's trinket in a box of caramel corn. Shiny and appealing, but also cheap and gaudy, and soon thrown in the trash can. And here's another example of low-key sermonizing on the tube. This one cropped up in an episode of Good Times, which is based on life in the black ghetto of Chicago. The James Evans family is talking about the "get it any way you can" values of society. "It's a hard, cold world out there," they conclude, "and there's not a whole lot we can do to change it." Mrs. Evans agrees, then says to J.J., her teenage son, "But we can keep the hard, cold world from changing us!" You may be fed up with a lot of what's going on in the world and feel rather helpless in doing anything about it. President Illinois State Chamber of Commerce Ironically, one suggestion for improving the quality of the Illinois legislature Would be to cut down on its quantity. This suggestion appears to have some merit. After all, a Rolls Royce is regarded as a high quality car, but they don't make many of them. The present Illinois legislature has its eyes set on quantity. Although this present session is only five months old, legislators have already intro­ duced 4,526 bills and numerous resolutions. Representatives are much more prolific, having introduced 3,027 bills compared to the senators' 1,499. But then, there are three times'as many representatives than senators. By the end of this General Assembly in January 1977, we could very well have a new record set for bill introductions. All this comes at a tremen­ dous cost, of course. Estimates run as high as $4,(XX) for each bill passed. One legislator has already suggested that only proposals be introduced and that actual bills be processed out of the legislature's standing commit­ tees. This would certainly cut down on the num­ ber of final bill introductions. Another suggestion that has caught the attention of legislators who are tired of the seemingly end­ less sessions would limit the legislature in even- numbered years to the consideration of revenue and appropriation measures only. Under this proposal the odd-numbered year sessions --such as the one currently meeting in Springfield --would be open to all types of bills. But an even-numbered year session would meet only three months from April through June to con­ sider the Governor's Budget and make appropria­ tions to run state government during the next fiscal year. Such a change would require an amend­ ment to the state constitution. Senate Majority Leader Philip J. Rock of Chicago has introduced such a proposal. The limitation on legislative sessions would have many benefits for the people of Illinois, not the least of which would be the ability to retain some of its best citizen legislators who leave pub­ lic office because they cannot maintain their busi- nesses or professions and continue to serve. Just what are the record keeping require­ ments of the IRS? A. Taxpayers are required by law to keep records that will enable them to prepare com­ plete and accurate income tax returns. Although the law doesn't require any special form of records, taxpayers must retain all receipts, canceled checks, and other evidence to prove amounts claimed as de ductions. If a taxpayer files a claim for a refund, there must be records to prove overpay­ ment of tax. Furthermore, rec­ ords that support an item of income or a deduction appear­ ing on a return must be kept until the statute of limitations for the return expires. Usually this is three years from the date the return was due or filed, or two years from the date the tax was paid, which­ ever occurs later. McHenry, was treated and released at the local hospital following an injury suffered while playing baseball at West campus Monday evening.
