Expansion of rai l road faci l i t ies in the la te 1850s and af ter the Civi l War brought a new era to Springfield. Commerical ag r icul ture w^enlarged with the sudden access to outs ide mar kets , and heavy industry devel oped. The ci ty 's f i rs t coal mine was opened in 1866, and by 1900 Springfield was a major industr ia l /manufac tu r ing cen ter . The I l l inois Watch Factory, Sangamo Electr ic Co. , Ide 's Foundry, Sangamo Paper Co. , Capi ta l Coal Co. , and the Springfield I ron Works domi nated the c i ty 's economy, while the presence of the s ta te government remained pol i t ical ly exci t ing but economical ly unimportant . The rai l roads ensured that central locat ion in the s ta te providing equal access to al l sect ions was no longer a major prerequis i te for the s ta te capi ta l . Springfield fel l in to the category of other ci t ies of i ts s ize , shar ing with them many of the problems of a devel oping urban area which could not offer the divers ions of a metropol is l ike Chicago. In contrast to antebel lum years , pol i t ic ians sought enter ta in ment instead of providing i t , and the legis la tors became less colorful as commit tees and commissions replaced the com pel l ing oratory of the pre-war per iod. As a resul t of this loss of special appeal , several a t tempts were made to remove the capi ta l . Chicago, Peoria , East St . Louis , and other ci t ies made bids between 1865 and 1$71. Members of the legis la ture toured Peoria in MarcfuM87l , and were impressed with the ci ty 's pol i t ical , f inancial , and aesthet ic possibi l i t ies as a capi ta l s i te . Clvkago, however , had the upper nand, and, a l though i t was a clear violat ion of the law, the legis la tors planned to meet in Chicago in 1871. Only the Chicago Fire prevented that experiment . Even the s ta te fair , af ter i t was f i rs t held in the capi ta l c i ty in 1853, did not re turn on a permanent basis unt i l 1894. If i t had not been for the construct ion of the new State House, which began in 1868 and cont inued for 20 years , and the needed faci l i t ies and the sense of per manence which came with i t , the capi ta l may well have been removed. Expansion of s ta te and serv ice agencies coincided with the decl ine in the c i ty 's industr ia l base in the f i rs t years of the 20th century. As the ci ty e- volved f rom the blue col lar to white col lar , insurance took the place of coal as a source of employment and income. Be ginning in the 1930s, 100 years af ter the locat ion of the s ta te capi ta l , Springfield 's economy became int imately l inked to government . By 1970, more than 28 percent of the c i ty 's work force was employed by government agencies - a total of 12,000 persons.
