Howlett, Secretary of State, has recommended new legislation to provide multi-year instead of annual, license plates for Illinois cars and trucks. He recommends a five-year plate, of aluminum, renewable each year by purchase of a reflectorized decal, to be af­ fixed to the plate. ^ In the spirit of present law permitting motorists to keep their present numbers from year to year, Howlett's proposal would let owners keep their old numbers if they sell one car and buy another. The multi-year plate would stay with the owner, not the car. Howlett followed the advice of a task force he appointed last April to study multi-year and permanent opiates. Ronald P. Fox, of Elmhurst, is chairman of the evaluation committee. The committee said Illinois taxpayers would save $21 million over a five-year period with the multi-year plate. However, the cost for the first year would be $6,661,000 higher, mostly because the aluminum plate would be more expensive than the present steel. Aluminum would be preferable to steel for a multi- year plate, Howlett said, because it doesn't rust, it is lighter than steel of com­ parable thickness, it has recycling value and the price of aluminum fluctuates less than steel. "All but six of the fifty states now sell multi-year plates or have voted to start using them," said Howlett. "Our investigation found law en­ forcement agencies in states with multi-year plates generally favor them. "Color keying the annual decal sticker to contrast with the plate makes it easy to spot a valid registration from a distance. "Spot checking registrations during the year will indicate how much cheating goes on. Texas tried this and found almost no cheating. "Our computerized license plate registration files will be more complete and up-to-date for inquiries from law en­ forcement agencies. A stiff fine for invalid registration would deter falsification." Howlett expects no loss in revenue from owners failing to register each year for their multi-year plates. Twelve states gave the Illinois committee registration revenue figures for the years before and after switching to multi-year plates. In no case was there a decline in revenue trend. Second class vehicles (mostly trucks) bring in about half of Illinois' registration revenue - $135 million of $275 million. These vehicles are inspected annually and must be properly registered first. Howlett proposed the iden­ tification card issued with the plates and decal be required to be in the vehicle at all times. Law enforcement agencies would then have on-the-spot information to check for proper registration. With multi-year plates, the I D. card need not leave the owner's possession. If Howlett's proposal becomes law. the earliest possible multi-year plate would be for 1978. The 1976 plates already have been purchased, and the 1977 plates have been ordered. insight Swaim Dear Mr. Swain: Recently in school we had a chapter on evolution. It appears that it is being accepted as fact by most people today. I have received a number of letters recently on the subject of evolution, and it continues to amaze me that in light of so little evidence there would be such wide acceptance of this theory. It is a theory, and only a the­ ory. It has never been proven, and, as a matter of fact, is being questioned more and more by leading scientists around the world. Stratus, Jr.: "I wish to emphasize that I am under no illusion that the theory of human ancestry I favor at the present time can in any way be regarded as proven." (Quarterly Review of Biology) William Batson: "Meanwhile, though our faith in evolution stands unshaken, we have no acceptable ac­ count for the origin of the species." William Benson, F.R.S., naturalist: "It is true that the theory of evolution has not received any clench­ ing proof." (History of Biol­ ogy Theories, pp. 5--6) Relis R. Brown: "The pieceing to­ gether of the evolutionary story is comparable to the reconstruction of an atom- bombed metropolitan tele­ phone exchange by a child who has seen only a few t e l e p h o n e r e c e i v e r s . " (Biology, 2nd edition, p. 531) Lewis T. Moore plainly states his case: "The more one studies paleontology, the more certain one becomes that evo­ lution is based upon faith only, and not fact." (The Dogma of Evolution, p. 160) Charles Darwin, the father of the theory of evolution confessed, "I never feel sur­ prised at anyone sticking to the belief of "immutability" (the opposite of evolution.) I remember too well my end­ less oscillations of doubt and faith " (The Life and I.Ptt»rc of Darwin, vol. 2, pp. 210-211) Evolution is only a theory, and cannot be proven, as these evolutionists plainly state.
