The Senate has approved a comprehensive study of gov ernment regulation under the auspices of the Government Operations and Commerce Committees. As ranking mem ber of the Government Opera tions Committee, I have long urged this study and I am most pleased that it will be underway soon. The study will be more than a mere review of gov ernment regulation and its costs to American businesses and consumers. It will provide specific legislative suggestions on how we can revamp the regulatory process that too often stifles business competi tion and inflates consumer prices. In some cases, tighter regu lation may be needed. In others, total deregulation may be the answer. But in all cases the study will probe the frustrating and expensive regulatory processes that are plagued with long delays and often create cozy relation ships between regulated in dustries and the regulators themselves. The study also will look at the qualifications of those in government who do the regulating to make sure that they have the training and experience to pass judgment on business practices. It also will explore the need to in clude the public in regulatory decisions. The public has a right to be fully informed of regulatory decisions and it has a right to participate in the formation and execution of those decisions. Government regulation of business is a costly and per vasive activity. It is estimated that regulation costs the na tion's economy and American consumers $30 billion a year. It effects the prices we pay for nearly every consumer product and service. Individu als and organizations are often forced to meet outrage ous government demands that probe into the most minute details of business conduct. At the same time, we must remember that sensible gov ernment regulation can serve us well. For example, unregu lated competition can some times force prices up and prevent the creation of new businesses. Regulation also serves as a guardian for con sumers to help assure the safety of the food we eat, the cars we drive and the prod ucts we use in our homes. fA primary concern in the Senate study should be the claims of the American busi ness community. Business has a valid argument when it says that over-regulation is a non productive expense that often causes higher consumer prices. We should reduce this un necessary regulation for the benefit of businesses as well as consumers. But business often argues in favor of regu lation when it protects them against competition. Clearly the business community can not have it both ways. A distinguished panel of ex perts has been named by the Government Operations Com mittee to assist in the year long regulatory reform study. The panel will provide the kind of objective analysis that is crucial to a fair examina tion of government regulatory practices. The Federal government has been in the business of regulating American business for nearly a century. Much of that regulation is outdated, clumsy, confusing, counter productive and alarmingly costly. The Senate has now embarked on a sensible study of this problem to make gov ernment regulation an ally rather than an enemy of both businesses and consumers.
