Reviewed by Richard C. oCRrOdKr "Although 'development planning* is a widely used term, no precise definition of it exists." The introductory words to this book open the door to a murky work) where philosophies, theories and definitions are endlessly argued, and where agreement among experts is rare. During the I960's - the first UN Development Decade - "development" was often seen in terms of planned economic growth, and generally in terms of external assistance, plus in ternal initiative. Today, the emphasis has shifted to "struc tural »change," redistribution of income, and improved man power utilization. wphy Demographic factors have only lately come to enter into the equation. As Robinson points out: The concepts of 'popula- n policy* and 'population ?tannine' are r new. raditionaiiy, immigration has been the -only major demographic process over which policy was consciously debated and fixed. Immigra tion remains an important process in some areas but, as the essays in this book point out, other demographic processes are now 'more dominant." tion HOURS: MOIt.-FRI.: 9-9 SAT. 9-6 SUN. 10-5 spurgeoiVs Sale! The failure of the great development push of the past decade to have much im pact on the lives of the "poorest 40&3percent," to borrow a phrase from Robert McNamara, can be traced, in part, at least, to the reluctance of governments to face demographic facts. The dilemma of rising pop ulations and world-wioe stagnation of food production ire, by now, well understood by most governments. But there are still many who see population growth only as a threat to the availability of suf ficient food, and not in the fullness of its impact on the en tire development process. WHO KNOWS 1. Its eleven essays represent an ef fort to articulate population- development planning in terrelationships for specific planning sectors. Chapter one reviews ap proaches to development plan- ning and analyzes the demographic content of the process. Chapter two presents an overview of the dynamics of population change in the developing world. Chapters three through ten relate demographic factors to different developmental areas, such as labor force, education, housing and health. The final chapter deals with general development objectives and how thev are affected by demograpnic chance. The Population Council has for years oeen trying to instill demographic awireness into Kublic policy circles. This 00k is aimed at that audience. It would be of dubious value to laymen, but it should be on every develop ment planner's shelf. Population Fact book Is Published NEW YORK The Population Council has issued tne latest edition of its annual Factbook on Popula tion and Family Planning Programs. Tne Factbook, edited by Council staff members Dorothy Nortman and Ellen Hofstatter, has been published each year since 1969. The current edition contains 22 tables covering five major areas: • demographic, economic and social characteristics of the world, regions and in dividual countries; • indicators of potential demand for family planning services; Argentina, •f Uruguay Seek More People BUENOS AIRES (WPNS) - There must be something in the waters of the Rio de la Plata. While most of the rest of the world is struuling to keep population growth rates down, the two River Plate countries, Artentina and Uruguay, are scekinc ways to increase the size of their populations. . Argentina took a strong pro-natalist stance at the World Population Conference fast year. The Argentine Sovernment has clamped own on contraceptive sales and has restricted the activities of private family planning organizations. ^Argentine officials, in cluding the late President Juan Peron, have branded birth control "alien" to the Argen tine tradition. \ PeopUmt ike Pampas Argentina s attitude is part ly rooted in nationalism, and o government positions on population growth and family planning; • indicators of family planning program input; • indicators of family planning program output. In a brief introduction, the authors note that, under the best of conditions, World pop ulation will grow to 8.4 billion toward the end of the twenty- first century, more than dou ble what it is today. "Because of the well-known association between moder nization and low fertility, the obvious prescription to relieve the economic strain of high fertility is to speed develop- partly in a unique populat problem: maldistribution. One ibon probl city, -B*enos Aires, dominates the entire nation. With 10 million people, the Buenos Aires urban area accounts for 40 percent of all the people in the country.
