>114,500 For Pollution Effort PAGE II IMaliaijiLl"*,B a.n'TVWJ'* McHenry county will receive $114,500 for playing a major role over the next two years in the largest research and planning effort ever mounted against water pollution in northeastern Illinois. The contract, which specifies ten technical and planning projects to be completed by McHenry county as part of the area-wide program, also was approved by the Northeastern Illinois Planning commission (NIPC). Similar contracts have been completed in DuPage, Kane, Lake and Will counties. The McHenry County board authorized Chairman Walter Dean to sign a $114,500 contract with NIPC, which is coor dinating a six-county clean water planning project under Section 208 of the 1972 Federal Water Pollution Control act amendments. The area-wide attack on water pollution, sometimes referred to as the "208 Project," is being financed by a federal grant received by NIPC in 1975. Most of the funds are being allocated by NIPC to other agencies, including county governments. Municipalities also will be involved by participating on major advisory committees, assisting with technical work, and reviewing each aspect of the 208 plan as it is developed. In the McHenry county con tract $18,000 is reserved to compensate municipal governments for work per formed as part of the 208 Project. As a result of the agreement, the county will gather and analyse data on water quality problems and related issues including septic systems; sanitary, storm and combined sewer systems; land use planning and forecasts of future growth and development within the county. In addition to technical work, the county will be responsible for encouraging public par ticipation in the 208 Project. Much of the involvement of citizens, including local office holders, will be coordinated by a special advisory body known as the Local Steering com mittee. Initial members of the committee are County Board Chairman Dean, Board Member Robert Olson of Woodstock, Mayor Raymond Clemens of Marengo and Mayor Raymond Bangert of Algonquin. The committee will be expanded to include representatives of other public agencies and organizations in the c««ntv. «* William Fonvielle. chairman of NIPC's steering committee for the 208 Project, described the McHenry contract as an important step in regional cooperation. "The completion of this agreement, coupled with contracts that have been ap proved in other counties, means that all area counties and municipal groups are working together to find- the best solutions to our water quality problems," Fonvielle said. Some places may choose to test their plans in a simulation exercise and to reformulate those plans as necessary to insure efficient operation should a tornado actually threaten during the coming season. Of all the winds that sweep this planet's surface, tornadoes are the most violent. Striking swiftly and passing in only seconds, the march of these storms leaves a path of iir- credible destruction and often death. At the present time there is nothing known to reduce their effect; therefore, being prepared and knowing what to do when a tornado threatens is the most effective defense against natures most violent winds. The McHenry County Emergency service office has a limited amount of literature available for tornado preparedness program plan ning. And the vast cities which now fight the penetration of traffic with beltways, thruways, and by7passes were themselves spawned by the very highways they would now escape. * Our civilization is largely the product of men's encounter with men at the crossroads of geography, sociology, history and science.
