Martin, president of the McHenry County Farm Bureau, said disagreement over amendments being of­ fered and distraction caused by the political campaigning are among handicaps supporters of the Burleson and Curtis bills are facing. "It would be an excellent idea for farmers to write their state Representatives and Senators and urge their support," said Martin. "It will benefit a broad segment of our society. Home owners, for example, have seen the value of their real estate more than double in ten years." Inheritance tax exemptions in Illinois have not been in­ creased for sixty-seven years. The bill Partee supports in­ creases from 120,000 to $40,000 the exemption for spouses, children and parents; from $10,000 to $20,000 for brothers and sisters; from $500 to $1,000 for aunts, uncles, nephews and nieces; and from $100 to $500 for strangers. Small businessmen have much at stake in both federal and state proposals, Martin observed. The federal estate tax law has not been adjusted to allow for inflation or the influence of urban and industrial development that affects the value of nearby farmland. That law was written in 1942. In­ creased land values force estates into higher tax brackets while real income from far­ ming has not increased in proportion, summarized Martin. Instead, on an 11-11 tied vote, an amendment to delete all state subsidies to the Regional Transportation Authority went down to defeat. Offered by committee member Cal Skinner, Jr. (R- McHenry county) on behalf of Rep. George Sangmeister (D- Will county), the bill's amendment received strong support from Republican spokesman Don Totten of Cook county and Tom Hanahan (D- McHenry county). "The margin of loss was totally attributable to Down- state lawmakers who were cutting deals with Chicago Democrats," was" the ex­ planation Skinner made for the close defeat of his little two-line amendment to deprive the RTA of $122.5 million in state road and general fund subsidies next year. Although RTA is scheduled to receive $122.5 million, assuming a floor fight is un­ successful, the CTA will need about $129 to cover its operating deficit, Skinner pointed out.
