Spearheaded by Rep. Thomas Hanahan and Senate Candidate Richard Kelly, the committee voted 38 to 1 in favor of a Human Life amendment to the federal Constitution. Hanahan contended the Supreme Court ruling does not allow the people's voice in this matter. An amendment would go to Congress, and if passed would be returned to the in- diviudal states for ratification Donna Whitfield of Crystal Lake, a committeeman, placed the motion for a vote.
