Percy "Big government" has be come the major campaign tar get of this election season. Recent polls show that big government is viewed as the single %iost dangerous threat to the country by 64 percent of those surveyed. One result of this has been a flurry of candidates fighting to come to Washington, but running-- successfully, so far--on an anti-Washington platform. The core of the anti-Wash ington feeling, I believe, is the gut reaction of a free people against any govern ment, however benevolent or well - intentioned, that en croaches more and more upon their freedom to make deci sions affecting their daily lives. The revelations of cor ruption and abuse in some po litical offices has further a n t a g o n i z e d t h e p u b l i c against a bureaucracy they feel is no longer working for them. Yet, as newspapers con tinue to banner each new anti-Washington "charge of the day," little attention has been paid to the efforts being made in Congress to cut back the sprawling growth of fed eral bureaucracies and im- prove Congressional effi ciency. A number of examples of t h i s C o n g r e s s i o n a l r e f o r m movement might be cited. The Budget Control Act, which will go into full effect this fall, has already laid the groundwork for putting Con gressional spending on a sound, business-like footing and hopefully achieving a balanced budget by 1979. The 1975 "Sunshine Laws" opened most Senate commit tee sessions to the public and the press and abolished the sense of closed-door wheeling and dealing that shrouded committee work in the past. The creation last month of the Senate Intelligence Com mittee, which will be respon sible for overseeing our vari ous intelli-agencies, was an other reform designed to strengthen the Senate's abil ity to exercise some control over intelligence activities. This year, one of the major remaining tasks before Con gress is to pass a "Sunset Law" legislation which would force the White House and Congress to review and re form the various regulatory agencies. Congress is also trying to stem the avalanche of paper work that U.S. businesses and individual citizens are re quired to fill out for the gov ernment every year. A com mission studying the problem has already begun to suggest ways to cut back the paper load. All these reform measures are directed at making Con gress and the Federal govern ment more responsive to the needs and demands of the people. The same efforts are being made on less dramatic levels that affect government bureaucracies that most of the public is not even aware exist. In 1972 Congress passed the Federal Advisory Act which requires careful Congression al monitoring of the numer ous federal advisory commit tees, citizen panels established to advise the President and other government officers and agencies. In an effort to cut down the number of these committees, the Act limited advisory charters to two years. Unless the committee's charter is renewed it auto matically is abolished.* In the past two and a half years more than 700 of these panels have been eliminated. Over the same period of time, however, 624 new committees were created. When the Fed eral Advisory Act went into effect in 1973 there were 1,439 different advisory com mittees. The current total is down to 1,341. T h e S e n a t e G o v e r n m e n t Operations Committee has es timated that these commit tees cost the taxpayers $42.2 million a year. The Federal Advisory Act was a step in the right direction in attempt ing to eliminate some of these costly panels, and more of them have been abolished in the past few years than ever before. However, it is apparent that the Federal Advisory Act is in need of revision and improvement. Steps must be taken to organize and tough en the oversight process so that committee reviews are more easily accomplished. The Government Operations Com mittee has begun to study ways of strengthening the Act and I am confident that corrective measures will be adopted.
