Core and dice remain­ ing pears, but do not peel. Combine diced pears and raisins. Sprinkle with lemon juice. Beat eggs. Blend in brown sugar and sour cream. Combine with fruits and turn into unbaked pastry shell. Garnish with reserved pear slices. Brush pear slices with melted butter. It may sound like the latest Italian sports car, but it's actually shorthand for Real Estate Settlement Proce­ dures Act, a piece of re­ modeled consumer legislation. RESPA is designed to give home buyers a better break by requiring clear and advance notice of settlement charges due when buying a home. "Settlement" refers to the legal transfer of title to the property from seller to buyer. It is also called the "closing." Typical charges include those for owner title insur­ ance, attorney services, credit reports, surveys, title examin­ ation and recording of the deed. They can amount to more than a thousand dollars -- depending on the location and value of the property -- and must be paid in cash on the day of settlement. The original bill clarifying the settlement procedure proved to be cumbersome, so Congress has done some streamlining. The way things now stand lenders must: • Provide prospective bor­ rowers with "good faith" esti­ mates of settlement charges prevailing in the area at the PAGE 13 - PLAINDEALER-WEDNESDAY. SEPTEMBER 8, 1976 tormation kits, including sam­ ple copies of the consumer booklet and settlement state­ ment form, as well as the text of the act itself. Individuals who are inter­ ested in obtaining copies of the consumer booklet, but who are not yet ready to apply for a mortgage loan, may obtain a single copy by writing to the Department of HUD, Office of Consumer Affairs, Attention RESPA, Room 4100, 451-7th Street, S. W., Washington, D. C. 20410. BANKING IS EVERYBODY'S BUSINESS 8 New RESPA Revisions-Help For Homebuyers , time the written loan applica­ tion is made, or mail them within 3 days. • Give them a copy of the new consumer settlement in­ formation booklet at the time of the written application, or mail it within 3 days. • If conducting settle­ ment, provide the borrower with the actual Uniform Set­ tlement Statement not later than at settlement and have it available for inspection the day before, upon request of the borrower. You, the consumer, benefit from these changes in several ways. The "good faith" esti­ mates give you a clear picture of your probable total settle­ ment costs, and the opportun­ ity to shop and compare. The new consumer infor­ mation booklet is more infor­ mative. Through explanations, suggested questions to ask, term definitions and sample financial worksheets, it can lead you through the process of buying a home from the time of the written loan application to the date of settlement.
