Scott Later this year, federal and private agencies will begin a massive campaign to make citizens more aware of the "epidemic" of child abuse. Many of us think of bruised bodies, broken limbs and in jured heads when we think of abused children. And this, sadly, is often the case. But there are more subtle forms of child abuse: Children left alone, unfed and uncared for long periods of time; children sexually abused; children given liquor and mind-altering drugs... The list could go on These forms of child abuse are not always as visible or as immediately detectable, but they can be as dangerous ~ or more so -- as bruises and broken bones. In Illinois, there now is protection for persons wishing to report cases of suspected child abuse. This protection falls under the Abused and Neglected Child Reporting act. The law presumes good faith and grants immunity from all liability to every person who makes a good faith report of suspected child abuse or neglect This immunity and food faith presumption and expressly extended to cover reporting individuals, agencies an institutions. I is crucial that anyone, in good faith, report immediately any suspected child abuse or neglect to the Ulindls Depart ment of Children and Family Services. Let's take a for instance; You may be a neighbor who ob serves the seven-year-old child next door every day. You've noticed that his parents are rarely home, and when they are, they're most often in toxicated that the child scours garbage cans for scraps of food...that he is unbathed and his clothing is dirty, torn, and inadequate for the weather, and that he wanders through the neighborhood late at night This goes on for days, and weeks. You want to help -- or get help for - the child But you're afraid to get involved .so you don't report the situation to authorities. Then one day the child is found dead, from ex posure and lack of food, in the gutter in front of your door. That happens That has happened. And it will hap pen again and again in a variety of ways...if people are afraid to get involved, afraid to care. Statistics show that the new Illinois law presuming good faith and granting immunity from all liability likely has been the cause of an increased number of suspected child abuse reports.
