Delay Flu Immunizations " Failure by manufacturers to deliver A-New Jersey (swine) influenza vaccine will delay immunization schedules throughout the nation, federal authorities have informed Or. Joyce C. Lashof, director of the Illinois Department of Public Health. Federal authorities and vaccine manufacturers signed contracts Monday, Sept. 13, to deliver only 25 per cent of the total quantity federal authorities had earlier promised for October. As a result of the delivery delay, on top of earlier dif ficulties the federal govern ment faced in establishing liability of manufacturers and providers of service, all 101 vaccination schedule plans submitted by local health authorities in Illinois will have to be postponed. Dr. Lashof said: "The original plans we received from regional and local health agencies were based on federal promises. If they had been fulfilled, we would have completed at least six weeks of public im munization by now. " A large share of the population would have been covered and a belt of immune individuals would have been established in the northeastern section of the state, where all flu usually hits first. "But we cannot begin the program until the promised vaccine has been received.". Dr. Lashof said plans had been developed to cover over 95 per cent of the eligible population. She addec^that the taedical profession, other professional groups, health departments, schools, visiting nurse associations and mental health centers have given the program full and active backing. The Center for Disease Control in Atlanta has also provided substantial support, she said. The delay in delivery of vaccine will require amending all timetables, because geographic priorities become even more critical as time passes. The Department of Public Health will provide im munization sponsors with the new schedule information as it becomes available from the federal government. Under the current aggreement, a larger proportion of bivalent vaccine for high-risk individuals (ages 60 and over or the chronically ill) has been promised at the start. Unless there are further delays, a state-wide, high-risk program will begin in mid- October. It should be completed by early December. Under the high-risk program, nearly 1,400,000 persons (87 per cent of the high risk group) are ex pected to be covered. Increasing supplies of monovalent vaccine for those not in the high risk group are now expected to be made available to the state in November and December, according to the current federal-manufacturer agree ment. Therefore, this phase of the program will commence in November and will probably extend into the Christmas holidays. The state expects to cover about 60 per cent of the non- high-risk group individuals (ages 18 to 59, not suffering from chronic illnesses)during this phase. Local participants in the immunization program may have to supply vaccine first to those in critical oc cupations. The federal government indicated that. vaccine manufacturers made apparent commitments last June to deliver 113,000,000 doses of vaccine. A total of 49,000,000 doses of monovalent and 30,400,000 doses of bivalent vaccine were due by Oct. 1, when the Illinois program was to have been under way. But on Aug. 27, federal authorities were informed that by Oct. 1, only 5,000,000 doses of monovalent and 15,300,000 doses of bivalent would be available - 25 per cent of the total promised.
