ANSWERS: 1. The legislature should give criminal enforcement power for consumer fraud to the Attorney General's office to back up our present civil and subpoena injunctive powers. There is also a need for specific regulatory and enforcement authority in the fields of automobile repairs, condominium and land sales, mobile homes, health spas and nursing homes. 2. The main responsibility of the Attorney General is to protect your rights. First, your human rights -- to help see that there are no "second class" citizens anywhere in Illinois. ANSWERS: 1.1 am very interested in consumer protection. I served in the Fraud and Complaint Department of the States Attorney's office many years ago; worked for credit reform legislation in the Legislature and authored the first .bill in the United States mandating the teaching of Consumer Education in High Schools. I would certainly make sure that the office is an effective and meaningful division. 2. DO YOU HAVE ANY PROPOSALS THAT WOULD MAKE THE SERVICES PROVIDED BY THE SECRETARY OF STATE'S OFFICE MORE CONVENIENT AND ACCESSIBLE TO ILLINOIS RESIDENTS? OCCUPATION: Life Insurance agent: State Legislator. ADDITIONAL EXPERIENCE: Member of the General Assembly, 1955- present: President, Illinois Senate, 1973-1975; Minority Leader, Illinois Senate, 1975-present; Assistant Senate Majority leader, Illinois Senate, 1967- 1971; Chairman, Illinois Budgetary Commission, 1969-1971; Chairman, Illinois Economic and Fiscal Commission, 1971-1973. management practice. I would direct a thorough study and review of the Rules and Regulations promulgated by the Secretary of State in order to minimize red tape and eliminate law making by administrative fiat. 2. Passenger vehicles should be registered on a fiscal year basis, rather than a calendar year. Passenger car owners should change license plates in summer, not in the cold of winter. Senior citizens will especially appreciate this convenience. Not only for convenience but also for economic reasons, a multi-year license plate program should be instituted. I favor a minimum of three years with discretion to extend if feasible and practical. The present two plate per vehicle system,, which significantly assists in law enforcement should be maintained. Commercial vehicles should be licensed on an annual calendar year registration basis. The potential revenue loss from commercial vehicle revenue militates against utilization of a multi-year plate program for such vehicles. ALAN J. DIXON, DEMOCRAT 105 Captiol Building, Springfield. During my first term as State Treasurer, my administration earned $360 million in interest on State deposits, 92 percent more than any of my predecessors. The employment figure is lower than when I was inaugurated in 1971. With the exception of those increases of expenditure mandated by law, the operating budget of the State Tresurer's Office is lower today than it was when I began my duties. I pledge to be a competent progressive and fiscally conservative Secretary of State, just as I have been State Treasurer. 2.1 favor multi-year licensing, which will result in substantial savings in the manufacture and cost of license plates and also will reduce postal costs. Believing that human resources constitute the greatest strength of any administration, it is my intent to ensure that the office is staffed with qualified, experienced managers and leaders. I would be attentive particularly to the data processing capability with the knowledge that computer science continues to open new doors of potential service but is far from being the panacea that some in the governmental bureaucracy believe it to be. Cost- consciousness is absolutely imperative in this glamorous field. FOR COMPTROLLER: - Elect One FOR 2 YEAR TERM SALARY: $40,000 QUESTIONS 1. AS THE OFFICE OF COMPTROLLER IS RELATIVELY NEW AND STILL BEING DEFINED, WHAT ARE YOUR OBJECTIVES FOR THE OFFICE? 2. WHAT RECOMMENDATIONS WOULD YOU MAKE TO SOLVE THE STATE'S CASH FLOW PROBLEMS? CANDIDATES FOR COMPTROLLER ARE: REPUBLICAN DEMOCRAT GEORGE W. LINDBERG M I C H A E L J . B A K A L I S ANSWERS: 1. Responsible, qualified and innovative personnel should be placed in the management positions of the Secretary of State's office. I would institute the most modern and effective management practices recommended by private management consultant advice for the delivery of services required of the office. I would establish an on-going review of the programs and functions of the Secretary's Office to insure improved efficiency of operation. Monitor executive and legislative spending decisions so as to implement 19 point program to avoid unnecessary tax increases. Continue unique system, developed by comptroller's office, in reporting the state's current and future financial condition with precision. Intensify prepayment -examination of all claims for payment (especially in medicaid and all contracts) to reduce fraud, illegality and waste . Continue to provide fiscal consultation in an unbiased nonpolitical manner to all agencies, elected officials and the Legislature and to keep all financial records public. Continue to improve and update the only statewide uniform accounting system in the nation which was developed by the comptroller's office. 2. I recommended and worked with legislators and the passage of the single most important measure to solve the state s cash flow problems - legislation dividing the September school reimbursement payments, including interest, into four installments. This action, together with 18 other points presented to the Legislature in Juneand my recommendations to the Governor last October will help solve the State's cash flow problems without a tax increase. My 19 point program, fully implemented, will permit the state to achieve a balanced budget in fiscal 1978 (Continued on page 4)
