When this happens owners who do this strictly on their own, may allow a pet to go to a stranger without checking on his or her suitability. The horrible thing about doing this is that un fortunately there are people who will take the animal directly to an experimental laboratory and receive a price for it. While you won't know this you should be aware that it can happen. And Helping Paws offers some cautionary advice, It is better to entrust the adoption of your pet to an organization equipped to safeguard the animal. A con tract agreed to and signed at the time of adoption guarantees authorized personnel of the organization the right and privilege to follow up an adoption with visits to check out the animal's care. Under laws of the State of Illinois every person who owns an animal must do the following: 1. Provide kind treatment at all times. Fines up to $500, and in some cases jail sentences, are levied against persons found guilty of cruelty to animals. 2. Furnish food, drinking water, and shelter sufficient for comfort and health protection. 3. Deliver animals into responsible hands when they are no longer wanted. There is a stiff penalty for abandoning any animal on a highway or in any place where it may suffer or become a public charge. 4. Keep and transport animals in a way that prevents cramping or unreasonable restriction of movement. For example, if a pet must be chained for longer that a few minutes, the chain must be of sufficient length to permit reasonable freedom of movement. Your nearest humane society will gladly give you specific advice on this point. // 5. Obtain rabies vaccination for dogs, and checlc local laws as to any requirement for rabies vaccination of cats. The $1.5 allocation brings the state total to $15,680,312 so far for FY 1977. McHenry county has received $173,945 as an Illinois prime sponsor authorized to operate CETA programs in fiscal year 1977. Funds totalling $14,100,236 were provided in September to the state in the form of planning estimates to the governmental units, prime sponsors under the Comprehensive Employment and Training act (CETA). The $15.6 million for Illinois is part of a $400 million appropriation nation-wide under title II of CETA for the year ending Sept. 30, 1977. All of the funds are to be used to support public service jobs. Persons eligible for these jobs must be residents of an area of substantial unem ployment and unemployed for at least 30 days before ap plying, or under-employed. Special consideration shall be given persons who are the most severely disadvantaged in terms of the length of time they have been unemployed and their prospects for finding employment without title II assistance^ Special con sideration will also be given veterans, welfare recipients, and former manpower trainees.
