City license tags are also required for motorcycles and for trailers which require a state license. The license stickers are now on sale at the city clerk's office in city hall. The rates have been increased over last year. Vehicle stickers must be displayed on vehicles by March l, 1977. A penalty of fifty cents per month is charged thereafter. All residents who own dogs must purchase a dog license for each animal They are also available at the clerk's office. Al ready cut, trimmed and blanched, the frozen broccoli needs only to be thawed and patted dry and kept chilled until you are ready to begin deep-fat frying Japanese-style. For successful tempura cooking, remember these key facts. Make sure the oil is the proper depth (1%-inches) and the proper temperature (365 degrees). Mix the batter well and fry only a few pieces at a time. Serve the Broccoli Tempura hot with lemon wedges and dip ping sauce for a unique company appetizer. SAFETY SENSE 2 eggs % cup cold water % cup all-purpose flour % teaspoon salt Vx teaspoon each sugar and baking powder Beat eggs and water until frothy. Gradually beat in flour, salt, sugar, and baking powder until blended. Cover batter and chill it until ready to use, then beat again. Pour oil to a depth of 1V4 inches in a deep electric frypan or heavy skillet. Heat to 365 degrees F. Cut broccoli spears lengthwise to make two or three pieces of each. Be sure broccoli is cold. Blot all surface moisture with paper towels. To cook, hold each broccoli spegx by the end with tongs; dip in batter, let excess batter drip off. Carefully lower into the hot fat. Cook three or four spears at a time, al lowing about one minute on each side or until golden brown. Drain briefly on a wire rack or paper towel. Serve immediately with dipping sauce, or with lemon and salt. Makes 4 servings. TEMPURA DIPPING SAUCE: In a small saucepan stir to gether 1 beef or vegetable bouillon cube, 2 tablespoons sugar, % cup water, %• cup each soy sauce and saki or sherry, and 1 tea- spbon grated fresh ginger or V4 teaspoon ground ginger. Heat, stirring to dissolve bouillon cube, until liquid begins to boil. Serve hot, in small individual bowls. Makes 1% cups. When ordinary salads just won't do ... ALL SNOW In 1837, the year the city of Chicago was incorporated, there were 77 blacks settled fairly comfortably among the 4170 white residents, and within a few years the editor of the Cairo Weekly Times labeled Chicago "A Nigger-Loving Town, a Sink-hole of Aboli tion." Although the black pop ulation in Chicago was less than 1000 in 1860, it expanded to 812,637 by 1960 following a course mixed with opportunity and hardship. The first settler on the future site ofJ0hicago was Jean Baptiste tywnte Du Sable, a black yftkti\e of Santo Domino, who erected a trad ing ©ost consisting of nine buildings around 1779. In the 1840s and '50s Chicago's black population increased through activities of the underground railroad, a secret system of barges, wagpns, and midnight schedpltoig, 'following routes which began at Chester, Alton, and Quincy. In 1850 the 350 blacks in Chicago formed themselves into the Liberty Association, a mutual assis tance society to resist slave catchers and slavery. Life was bleak but free. By 1870, 3691 blacks lived in Chicago, 1.2 percent of the population, and concentrated south of the Chicago River and on the west side near Morgan Park. With the removal of ante bellum racial restrictions, blacks received the vote in 1870, saw the school system desegregated in 1874, and saw discrimination in public build ings and places outlawed in 1885. Perhaps the leading black spokesman for these advances was John Jones who became the first black elected to the Cook County Board of Commissioners as well as the first black appointed to the Chicago School Board. Between 1870 and 1890 <JJnited States House of Repre ity sentatives, becoming Illinois" first Negro Congressman in 1929 and the first Negro Con gressman from the North since 1901. The 1940s and '50s wit nessed an increase in popula tion, civic attempts to meet black problems, and significant black cultural achievements. The Chicago Mayor's Commis sion on Race Relations (known as the Commission on Human Relations after 1945) became the first such municipal com mission in the United States. In 1950 Gwendolyn Brooks, Chicago poet, was awarded the Pulitzer Prize for poetry and after the death of Carl Sand burg became poet laureate of Illinois. In the late 1950s the Chicago Urban League was refounded under aggressive leadership. Frustration and achiev ement, bitterness and admira tion, characterize modern black Chicago. Thus, Dr. Martin Luther King's attempt to integrate housing in 1966 was met by rioting; Fred Hampton and the Black Panther's radicalism resulted in his death; Ernie Banks' athletic accomplishments and Jesse Jackson's political initiatives meet adulation and respect. The story is one of progress and growth within an unmis takable historical pattern. Design funding in the Veterans Administration budget this year includes five 200-bed domiciliary projects. expanded to nearly 15,000 per sons and looked for leadership to John W. E. Thomas, a teacher, who became the first black to serve as an Illinois state Representative in 1876. In 1891 Provident Hospital was founded by Dr. Daniel Hale Williams, a black surgeon. Racial stress grew in the 20th century, however, as blacks bore the brunt of white resentment when some of the numbers became strikebreakers in stockyards and teamster strikes in 1904 and 1905. Between 1916 and 1919 more than 50,000 Southern blacks under the encouragement of Robert S. Abbott, editor of the Chicago Defender, came to the city to escape lynchings and to accept jobs in the stockyards, steel mills, and foundaries. Tensions exploded on July 27, 1919, when an incident resulted in a race riot leaving 23 blacks and 15 whites dead, 342 blacks and 178 whites injured. White pressure to con tain blacks in the south side ghetto was matched by black population expansion. The NAACP established in Chicago in 1911 protested vigorously against increasing job and hous ing discrimination. When the depression struck in the 1930s, Chicago had a black population of more than 200,000 which chimed 40 million dollars in bank deposits, four billion dollars worth of property, and some two million dollars of annual contributions to charity. The depression, however, hit the black community harder than others as itjupembers lost jobs first and round problems of living and attending schools in places of their choice even more difficult.
