II Tartar" Anchors In Harbor • ' I' (by Father William O. Hanner, rector emeritus of Holy Comforter church, Episcopal, Kenilworth. Father Hanner is a former resident of Whispering daks who npw resides in Florida) The state of Florida protrudes into a restless in ternational area. The state lies on the southeast corner of our country, with a corner of Mexico a few hundred miles away, Cuba but 90 miles away, and Jamaica, Haiti, and Puerto Rico all within easy reach. From there we pass to the Virgin Islands, passing Bar bados, the Leeward Isles, and Trinidad, close to South America. All this area is poor, has primitive agriculture, is overpopulated, and " has belonged to Spain, Portugal, * England, France, Denmark or Holland. Then again, the entire area is beautiful, with crystal seas, white beaches, lush green mountains, and streams "that spill over in dainty or in plunging waterfalls. Here, volcanoes have, and will again, exert their un welcome force. The Caribbean sea and its islands are rich in beauty, and also in history. They are also rich in problems, human problems. How can a runaway population be brought to such a size as to make it a resource to the islands instead of a worry? There is a limit to how many people any island can support. President James Monroe, in December, 1823, laid down the principle that the Americas were closed to colonization by foreign powers beyond their present extent. This policy was enforced by every President until Eisenhower, when Communism entered Cuba. Everyone is aware of the problems'this country faces in the Canal zone in regard to treaties with Panama. Few people are aware of the problems of Belize, formerly called British Honuras. There it stands, a British colony, trembling upon the brink of statehood and independence, backed up to its neighbor, Guatemala, who claims it. This is why navys have always sailed in these waters. Years ago, Lord Admiral Horatio Nelson was stationed in the West Indies. Here, French, English and the Spanish, fought it out from time to time in sea battles over trade. Here, one battle of the Spanish-American war was fought. Here, I sailed on a United States squadron in a Midshipman's Practice cruise in 1922. Here, we have a huge naval base at Guantanamo, Cuba. Here, there are certain parts of the present British navy. In 1972, when I was in charge of St. Paul's church on St. Vincent's island, a British frigate was anchored off our shore in easy distance of my field glasses. Every day its helicopter sailed over our house to keep an eye on the threatening eruption of Mount Soufriere, 10 miles to the north. So it was in keeping with all this, when "Tarter" anchored in St. Petersburg harbor early this year, we went aboard. She is a general purpose frigate, one of seven sister ships of her class in the British Navy. We were only allowed topside, but anyone could see how the modern naval vessel is packed WORKWISE 3 with machinery and with rockets. The crew was young, and well-trained. I wondered how they understood and used all their tools, instruments, and paraphernalia. Be assured they understand them and their use. We were all greatly interested when the "Tartars" helicopter soared over the town. The ship was 360 feet long and carried a crew of almost 300 men. I said to a sailor on deck. "A little<cold today, isn't it?" "Yes sir," he answered. 4tBut it will be warmer in Belize when we get there .4V I thought of a landing we made in Belize ten years ago and of the black man who oc cupied the seat next to me and told me of the problems of his part of the world. Yes, it is always warmer in Belize, and it can always warm up more around the shores of the Caribbean. I called the local office, but I was told that I'd have to come in before they'd tell me anything. I don't think that's fair. Actually, we're doing it for your sake. We can't give claimant information over the phone for the protection of the claimant. There is another reason you should come in to the office if your check is late. Your problem can probably be solved by filling out some forms or correcting a mistake in your claim, and only you and your local office together can do that. 2.
