Citing the commitee's latest findings. Prince said that test programs over a numer of years have indicated that there is a general relationship bet ween vehicle weight and locked-wheel stopping distances on ice - the heavier the vehicle the longer the distance required to slide to a stop "This is contrary to the basic theories Qf friction and at odds with the reporteekbehavior or vehicles on either ^et or drv pavements," Prince reported. 'Once a skid starts, vehicle weight shouldn't make a dif ference But in the case of vehicles on glare ice, a dif ference has been well established " A sub-compact car is likely to require a shorter distance in ap panic stop on ice than a com pact car A compact car. in turn, is likely to require a shorter distance than a stan dard car. according to com mittee findings That's, good news for the compact and sub-compact car drivers. Prince pointed out. because stopping distances for the lighter car can be as much as 25 percent shorter "But things aren&ail in favor of the smaller car drive." Prince warned "Once stopped. lighter cars have notable dif ficulty getting back into motion ^>nce again, particularly at warmer ice temperatures or when ice has become highly polished, such as at in tersections." The tires tested on the three different sized cars were original equipment supplied by the manufacturer. Different tires, with different treads and compounds, could change stopping distances con siderably, regardless of the size of the vehicle. In the order of their ef fectiveness. Prince 'listed the following power-to-road traction aids: R E I N F O R C E D T I R E CHAINS - tops for severe snow and ice conditions -- four to seven times as much traction as regular highway tires for pulling through deep snow or on glare ice. STUDDED SNOW TIRES - next best for ice. New^studs provide about three tiirim the pull of regular tires. • REGUALR SNOW TIRES H half • again as much pulling power as regular tires in loose snow; but only 28 percent improvement' on glare ice. Regular snow tires offer no advantage in stopping on glare ice. Other suggestions for coping with adverse driving conditions that «hould be fallowed regardless of car size were listed by Prince: 1. "Pump" the brakes to slow or stop -- don't jajn them on. An intermittent pumping action, hard on and full off, keeps the wheels rolling and helps maintain Steering control. 2. Keep the windshield and windows clear at all times. Replace streaking wiper blades. Be sure windshield washer solution contains adequate anti freeze. 3. Slow down and stay well back of traffic ahead on ice and snow-slick roads. Lots of extra room is needed to maneuver and stop. 4 Have emergency gear handy In the trunk - a must for the driver of any size vehicle. SEWAGE SEMINAR A statewide seminar to assist sewage treatment plant operators from all Illinois communities has been scheduled for Jan. 28 in Morton. The seminar is sponsored by the Illinois Society of Water Pollution Control Operators in cooperation with the Illinois Environmental Protection agency (IEPA). The IEPA sponsors frequent training sessions for local officials engaged in pollution control. The money you gave to the volunteer fire department and the value of the used piano you donated to the church are just two of the items you may be able to claim as charitable deductions on your federal tax return, according to the In ternal Revenue Service. To be deductible, a con tribution must be made to, or for the use of, any qualifying organization. Generally, they include: the U.S. Government, the District Of Columbia, a state, U.S. possession, or one of their political subdivisions; a church, synagogue or other religious organization; war veterans' organizations and their posts, auxiliaries, trusts or foundations; nonprofit, volunteer fire companies; civil defense organizations; domestic fraternal societies operating under the lodge system; and non-profit cemetery companies. Any organization can tell you whether it qualifies, and you can check with the IRS if there's any question. Another point to remember is that the contributions had to be made before the end of 1976. Normally, a contribution is considered made at the time of its " unconditional delivery' That means that a check mailed on June 10 to a veterans' organization is considered made on that date, even though it may take several days before the check clears the bank. The mailing of an endorsed stock certificate is treated the same way. On the other hand, if you deliver a certificate that is for transfer into the name of the organization, the gift is not completed until the stock is transferred on the books of the issuing corporation. In the same vein, you cannot take a deduction on a promissory note until the payments actually are made. Another rule to remember is that the value of the donation must be greater than any benefit you receive; by donating. For example, if you buy bonds issued by your church to finance.. a new building, the purchase price is not deductible. But if you later give the bonds to the church, you may then take a deduction. Dues, fees, and assessments may also be claimed as charitable contributions, but only to the extent that the contribution is greater than the value of the benefits and privileges you get in return. Also under contributions, you may deduct $50 per school month of the amount you paid to maintain a student in your home. However, the student cannot be a relative and must be there as a member of your household under a written agreement with a qualified organization. He or she must be in the twelfth or lower grades at a school located in the U.S. For purposes of the deduction, a period of at least fifteen days in a month is considered a full month. Some unreimbursed, out-of- pocket expenses you. pay while performing volunteer services for a charity are also deduc tible. The price of gasoline and oil for your car that you pay as a direct result of the services you donate fit in here. You may claim actual out-of-pocket expenses (gas, oil, etc.) or use the standard mileage rate of 7 cents. Tolls and parking fees are deductible under either method. Let's say you paid $10 to see a special showing of - a play, with the benefits going to a local non profit hospital. If the regular ticket price were $5.50, your deductible contribution was $4.50 ($10-$5.50). In any case, it's a good idea to keep written records of your contributions to back up your deduction if audited. These can include cancelled checks, receipts, charge slips and evidence of payment, papers showing the fair market value of property, letters acknowledging receipt, etc. Gifts of property, especially those worth more than $200, require special records. For more information on contributions, a handy and reliable reference is IRS friblication 526, "Income Tax Deduction for Contributions", which is available free from IRS offices or by filling out the coupon in the tax package. HIRING FREEZE Qoveraer James R. Thomp son announced recently a freeze on the hiring of em ployees in state agencies under his jurisdiction for an indefinite period. Thompson said that the freeze was being implemented because of the critical financial condition of the state. The action would cover agencies of state government affecting some 60,000 positions, but would not interfere with the continuation of essential state services.
