Motorists, too, will pay many economic penalties be­ cause of the unusually cold weather, and some of them will be as subtle as the im­ pact of frozen *urf on home sales. An obvious example is the extra salt now being poured onto streets and highways. It will cause the undersides of automobiles to rust, but it may not show up for months. This, according to Environ­ mental Protection Agency es­ timates, costs motorists $2 billion in a normal year. But that's a far cry from the only extra costs. Worn batteries choose cold weather mornings to give up. Tires forced to travel on icy streets and on salt or chemically treated streets are weakened and may expire prematurely. All other rubber parts such as hoses and gaskets are strained because of the temperature extremes. The highway department of the District of Columbia es- niates that each inch of snow that sticks results in $50,000 in ploughing and salting costs. This is money that can­ not be used for street building ing and repairs. The weather causes severe damage to streets and high­ ways that are paid for with gasoline taxes. Repair costs are high and unrepaired pot­ holes damage tires and frames and knock wheels out of alignment. Shock absorb­ ers can be taxed to and be­ yond their limits. Add to this the extra risks of collisions and insurance premium increases which may follow the filing of a claim and you can make a partial tally of the direct costs. Indirect costs may be even higher. For example, the sup­ ply dislocation of any one fuel or energy source usually has an impact on all others. The now-realized natural gas sup­ ply crisis will mean a re­ doubling of efforts for more production plus new conser­ vation steps through higher prices. Electric utilities, now warning of a shortage of their product, are seeking authority to increase generat­ ing capacity--a costly build­ ing process with a price that is passed along to consumers. Gasoline and home heating oil--both petroleum products --are now in ample supply beeause foreign imports have been increased. But this con­ dition could be reversed by mid-summer, at least in part because some users have switched from scarce natural gas this winter to petroleum products. Economists are estimating that 1.5 million workers will be made jobless because of the weather. But according RUSSFTT ' to Business Week, most ex­ perts are convinced the econ­ omy as a whole "will snap back like a rubber band."
