Now Washington, D. C., is considering adopting the Harrisburg plan, and adding to it a twist of its own^ city- owned tow trucks that would cart off illegally parked cars that are seriously blocking rush hour traffic. If D. C. does go to the scheme, officials say the first target will be cars parked in curb lanes that are supposed to be set aside for the exclusive use of commuter buses. But the motorist's outlook is grad ually changing because al most everyone concedes t^at the metric system of measure ment will soon replace today's inch-pound-mile-gallon sys tem developed years ago in the British Isles. The changeover is having a profound effect on motoring in the United States--far more than elsewhere in the world because most of the rest of the world has already made the conversion. And since the United States stands alone in holding to the Eng lish system, American manu facturers are losing, or risk ing the loss of. international business. In this regard, all Ameri cans are in the same boat : a failure of U.S. business to market goods abroad means a depressed domestic economy for business and labor. Be sides. once mastered, the metric system is easier to understand and easier to make calculations in. The Motor Vehicle Manu facturers Association is worrying about this on be half of car makers and the motoring public. According to W. F. Sherman, MVMA's director of engineering, manufacturers are trying to decide how to present metric information to the car-buy ing customer. Should it be presented in dual form that has the inch-pound units along with metric terms, or in metric terms alone? There are advantages to both ap proaches. Additionally, the associa tion wants to make sure that only rational values replace today's conventional units. It would make little sense, for instance, to insist on a specific translation of speed limits when the result is RUSSELL some awkward number sucb~ as 88 kilometers per hour. Far better would be an ap proximation such as 85 or 90 kph. For these reasons, Sher man hopes to delay any pub lic changes for motorists until an orderly transition can be effected. The result of not doing so, says Sherman, could be overlapping and ill- considered rules that would be more confusing than in formative. * To combat this confusion, Sherman is calling for a thorough discussion to "as sure that metrication in one area of regulation does not erode the effect of regula tions in other areas and ad versely affect the U.S. econ omy." Sufficient flexibility can be built into the system because Congress correctly decided to make the system voluntary, t There are no deadlines set for conversion and no specific implementation ideas are now on the books. This provides business and industry with the needed latitude to adjust to circumstances. Sherman thinks this is im portant. "I believe that a single formula will not work for all types of legislation and regulation on metric con version," he says. But at the same time, he adds that at some point in the future, it will be necessary to have fed eral legislation that, stand ardizes all regulations na tionwide. Probably no identifiable sector of the American pub lic has more at stake in metric conversion than users of American automobiles. And conversion could be very expensive to everyone in volved--automakers, dealers, repairers and owners.
