STAFF PHOTO-WAYNE GAYLORD The Coalition for Political Honesty has kicked off a one- year statewide campaign to put the open primary question on the 1978 general election ballot. A tour of Illinois will include McHenry, Tuesday, Sept. 20. "In the months to come, we intend to make the open primary the single roost im portant campaign issue in Illinois," said Patrick Quinn,- Coalition spokesman. "After twenty-five years of avoiding this vital issue, the General Assembly will be forced to consider the wishes of Illinois voters.*' Quinn said Illinois voters "overwhelmingly favor open primary elections, in which citizens do not have to publicly declare party affiliation before voting. "The present closed system discourages voters who fear that a public record of their party preference will be used by politicians to affect their employment, municipal ser vices, business success, or standing in the community." Quinn said the Coalition must gather 625,000 signatures by next August to put the Open Primary referendum on the November, 1978, ballot. Voters then will consider the issue in an "advisory referendum," a vote which will express the wishes of the electorate but will not be binding on the legislature. "The petition drive and referendum will give Illinois citizens a direct and specific way to reform the nominating process in Illinois," Quinn said. "By presenting the General Assembly with an over whelming vote in support of open primaries, citizens will take a giant step toward open and honest primary elections. " Quinn said a recent Gannett News Service poll revealed that 79 percent of voters surveyed favored a move to open primaries. "Last year, the Coalition collected 635,000 signatures in support of the Political Honesty Initiative and forced the General Assembly to end the 100-year-old abuse of advance pay. "The spirit which produced that victory is alive and growing. People still are way ahead of politicians when it comes to demanding public interest reform." Quinn said Coalition volunteers will spend a month in a school bus, traveling the entire state to collect signatures and supporters for the Open Primary referendum.
