Fire Prevention Week Coming Oct. 9-15 Fire Prevention week 1977 will be observed Oct. 9-15 in neighborhoods and factories, schools and businesses throughout the United States and Canada. Sponsor of the international event since its beginning more than a half- century ago has been the National Fire Protection association (NFPA). "Today, as much as in the early 1920s when Fire Prevention week was established, every man, woman and child in America needs to practice fire prevention--not just one week each October, but all year long," states NFPA President Charles S. Morgan. "Although there have been great recent advances in the science of fire fighting, there has been even faster growth in the potential for fire in our modern environment," Morgan observes., Common household goods made of plastics, the gas dispensed along with the products from some aerosol containers, the multitude of handy small electrical appliances...All help make life easier but also can contribute to the fire problem, he explains. For instance, Morgan points out, some of the chemicals which go into the making of those comfortable foam mattresses and furniture cushions give off thick, intensely uncomfortable, even life-threatening smoke when they catch fire. Because more fire victims die from smoke inhalation than from actual burns, emphasis in fire prevention education now includes preparation for fast evacuation in an emergency, the NFPA President notes. This means getting everyone out of a fire before its poisonous smoke has a chance to befuddle people's thinking and cause loss of consciousness. Recent development of low-cost home fire detection equipment has been an invaluable step forward in providing the early warning needed to escape, says Morgan. The National Fire Protection Association strongly advocates installation of smoke and heat detection systems in all . residences. "Environment" is a popular subject today. Because of the ever-increasing *tire load' where we live and work--due to the materials with which modern society functions -- 'environment' is perhaps the most important aspect of today's fire problem," according to the NFPA President. "Keeping informed about everyday fire hazards and knowing what to do about them is the best way for each person to avoid becoming a statistic in the fire loss column." Learn Not to Burn! Fire Prevention week is observed -- not celebrated -- by the United States and Canada each October, during the Sunday-through-Saturday period that includes Oct. 9 This date is the anniversary of "the Great Chicago fire" of 1871 which marked the real start of community effort to prevent fires, instead of concentrating only on putting them out. Woodrow Wilson was the first president to issue a national proclamation in observance of what in 1920 was Fire Prevention day. Two years later, the event was extended to become Fire Prevention week, proclaimed in 1922 by then- President Warren G. Harding and officially recognized by every successive president to this day. Originator of the annual fire prevention observance more than half a century ago, and still its sponsor, is the National Fire Protection association. This independent non-profit w •. Toll of the Chicago fire of 1871 was monumental in terms of the young frontier city and of the economy of those days: 250 lives lost; 17,430 buildings destroyed; estimated cost $168 million in property lost. "Observed" will continue to be the right word for Fire Prevention week as long as fire's annual toll remains at astronomical levels, even in proportion to today's population growth and economic inflation: in the U.S. alone, 11,800 fire deaths in a single year; 3.1 million fires; dollar losses well over $4 billion. When everyone pays attention to "learn not to burn"...when the cost of fire decreases greatly in terms of human suffering and death...when fires no longer destroy vast numbers of homes, schools, churches, commercial and industrial properties..only then will Fire Prevention week move from being an observance to being a time of real celebration. Rllev School Army Specialist Four Gary D. Thielsen, son of Mr. and Mrs. Donald F. Thielsen, 2803 N. Iroquois Trail, McHenry, recently received a diploma from Ft. Riley adult high school, Ft. Riley, Kan. An extension of Junction City (Kan.) high school, the Ft. Riley school is designed exclusively for servicemen to complete their high school education. Graduates of the school must meet the graduation requirements for the state of Kansas. Spec. Theilsen is assigned with the 937th Engineer Group -at Ft. Riley, Kan. He entered the Army in November 1974. Sgt. Leo Backs Member Of Sea- Land Deployment Marine Sergeant Leo C. Backs, Jr., son of Leo C. Backs, Sr., of 104 Wilmot road, McHenry, is participating in the major NATO exercise "Display Determination." He is serving as a member of Battalion Landing Team Three Slant Sue (BLT 3-6), homebased at Camp Lejeune, N.C. His unit is a ground element of the 34th Marine Amphibious unit. His command has joined naval forces from Portugal, Italy, Greece, Turkey, and the United Kingdom for the combined exercise which includes convoy operations, amphibious assault landings and antisubmarine warfare maneuvers. "Display Determination" is designed to train NATO naval forces in combined sea operations, refine, NATO procedures and ensure that operational plans are current. Participating units will test NATO standardized doctrines, equipment and armaments, plus command and control procedures for coordinated action by NATO sea, land and air forces. The operation will evaluate allied capability to control Mediterranean sea lanes, plus reinforce and resupply ground forces in Southern Europe. Acting as opposing forces, NATO units will simulate surface, subsurface and air attacks along the convoy routes. A series of amphibious landings also are scheduled at Saros Bay, Turkey, with follow- on exercises continuing ashore. "Display Determination" is one of a series of annual operations, conducted each fall from Norway to Turkey, designed to provide unified and coordinated training of national and NATO forces within the Allied European command. A 1971 graduate of McHenry Community high school, Sgt. Backs joined the Marine Corps in November, 1971. Missile Gunner Course Ends For PFC. Qulllco Army Private Mitchell F. Quilico, son of Mr. and Mrs. Fred Quilico, 2934 S. River road, McHenry, recently completed a Dragon missile gunner course at Ft. Benning, Ga. The Dragon is a medium antitank assault weapon that launches a missile which is automatically guided to the target by a tracker. Pvt. Quilico entered the Army in May of this year. The private attended McHenry County college in Crystal Lake. Obscene Materials Gov. Thompson recerAr used his amendatory veto on a bill which - would have decriminalized the sale or distribution of obscene materials to consenting adults. The amendatory veto of HB 1915 adds language to the measure to preserve the rights of local governments to regulate by zoning places where obscene materials are sold or distributed. Gov. Thompson said that his veto was designed to return the bill to the General assembly "for a second look." PANEL DISCUSSION Legislation to improve the enforcement of the Illinois Plumbing License law and the Illinois Plumbing code will be the topic of a panel discussion highlighting the meeting of tht Plumbing and Heating Contractors association of Lake and McHenry counties at the Holiday Inn, Mundelein, Thursday, Oct. 13 at 6:30 p.m. Special invitations have been extended to all legislators serving McHenry county.
