Johnny Bench was a 4-H member in his hometown of Binger, Okla. He says that discipline and self-confidence were his biggest rewards from 4-H work. "Whenever a parent comes to me and asks if I'll sign an autograph because a child is too shy to ask, I just say, 'No,'" Bench says. "If he wants it, he can come and ask because I like to see kids stand on their feet. Sooner or later he has to learn to stand on his own feet. This is where 4-H helps kids." I TAX FACTS What does property tax reform really mean? fahat actions can taxpayers expect as a result of the tax reform rhetoric? Property tax reform measures and proposals which may come about as a result of the various study groups or by legislative initiative can be categorized in two areas. The two areas are: (1) administrative and procedural change^ (2) changes affecting revenue. The Illinois tax cycle is complicated. - For most individuals knowledgeable and timely participation is difficult at best. In previous sessions, the General assembly has recognized the demand from a more infohned populace for taxation information and has responded by requiring the publication of notices concerning the meetings and actions of public officials and public bodies. This year the General assembly passed four bills of significance to the administration and procedures Come in and browse, you'll get ideas for furnishing your bath and discover many charming gifts. 1 3012 W. But, if Americans are going to retain the lifestyle we now have, we all must save energy. . .every day! • In 1976, our total energy consumption was 38.5 million barrels of oil equivalent per day. Two thirds of all of that energy was totally wasted! • Energy conservation is everyone's responsibility. FIRST FEDERAL SAVINGS & LOAN ASSOCIATION OF CRYSTAL LAKE governing property taxation: 1) county clerk may estimate the outstanding assessed valuations from overlapping districts lying in another county for purposes of computing the first installment tax billing. 2) board of review may consolidate complaints upon the request of the taxpayer. 3) requires notice of annual instructional assembly for assessors be published and specifies any person may attend. 4) in addition to published notice of assessments, written notice must be mailed to taxpayer with increased assessments. Proposals in this category may continue to follow the same vein of increased public i n f o r m a t i o n , a d v a n c e explanation, and easier availability of public meetings to air grievances and make appeals. < If the individuals studying the question of administrative and procedural reform are to press beyond the trend towards information and access, they will no doubt have to devote much attention to the tax cycle. The ability of each individual and office associated with the tax cycle to carry out their responsibilities and complete the work in a timely manner is essential to the interde- pendency of all involved. One bill which had a legislative life span of only twenty-eight days but deserves more interest and a new life was H.B. 2170. This bill would have required the Board of Review to complete its work no later than May 10 on taxes BY ANN D. ALLEN 9 Yogurt's an old, old food that's supposed to keep you young, or, at the very least, living past a hundred, if we're to believe some of the commercials. But yogurt's new to Ameri cans. It wasn't even made and sold here until the 1940's. Since then, of course, it's been making rapid strides. The youngest thing about yogurt right now is that they're freezing it. You can go to a yogurt store and get the yogurt in soft-serve style, swirled in a cup or cone, or frozen in pints or quarts. Hard frozen yogurt is also available in the supermarket. You can even buy it molded on a stick, with or without a covering of chocolate. One of the most refresh ing things you can buy or make at home is the yogurt shake. For this combine one cup (8 oz.) of the frozen yogurt, slightly softened with one-third cup of chilled fruit juice. Pop this into a blender or beat with a rotary beater until smooth. Serve in a chilled glass. Hie combinations for a assessed in the preceding year. May 10 is arbitrary but the idea of a specified spring conclusion for the board of review work has merit. However, this date like the other deadlines in the tax cycle must be stringently adhered to or it will be useless. yogurt shake are endless: use vanilla with limeade or lemon ade, red raspberry yogurt with pineapple juice, boysen- berry yogurt with apple, or cranapple, or grape juice. It's fun to dream up your own combinations! And have a nutritious drink instead of just a sweet, cold one. There are many new yogurt recipes just out in a 16-page booklet, "The Wonderful World of Yogurt."
