Every year there are those who think it's a nifty idea to give a live pet - a puppy or a kitten. Just in case these would-be pet donors haven't realized what the complications may be, it's timely to point out a few. Giving a live pet isn't like buying a piece of luggage or a bathrobe for someone. These articles can be exchanged, or the money refunded if not satisfactory. But a live pet would suffer unnecessarily if brought to a home only to be rejected later. Unless the recipient of the adorable cuddly animal has expressed a wish for one very recently, and spelled out the size, breed, type, sex that would be welcome, don't go ahead with it. People change their minds; sometimes their circumstances change drastically. Don't push a pet at someone unless you know they really want it, and are willing to care for it. - introducing a small helpless animal during the average household holiday hubbub doesn't get things off to a good Start. The tiny animal could become sick if it's fed holiday tidbits or played with too much hy the children. Batter to in doctrinate the household member* carefully and thoroughly that this is a living, breathing, feeling entity, one needing love, and whose early care is Just about as important as a baby's. Tender young living things do not thrive on excitement. A gift of a kitten is less risky for several reasons. Cats require a great deal less care and unless the family cir cumstances have suffered, most households can feed another moth - if it's a cat's mouth. Remember, here too the recipients may have definite ideas of what they want. Suppose they set their hearts on one of those gorgeous shaded silver Persians - price tag anywhere from $150 to $300 - - and you come around with a dark-hued Calico. The let-down will disappoint the receiver, the giver, and the cat as well. The answer is let them select their own. Those who know for certain that a pet is wanted have an option now that avoids the pitfalls of selecting a pet for someone else. It's a "Pet- tificate" which can be presented as a Christmas gift and later exchanged for a pet of the new owner's choice. For exactly the adoption fee charged for the animal you may purchase the "Pet- tificate". It's a very attractive gift certificate and promises A wonderful gift of a live pet. What's more, the pet will be welcome with this arrangement. Of course, if the situation has changed for the one receiving the gift, the cost will be refunded as Helping Paws prefers this to the trauma of rejection and a series of foster homes for the animal. Please write Helping Paws, P.O. Box 205, Crystal Lake, 60014, or call the office 459-2641 from 10a.m. to 2 p.m., Monday through Saturday, evenings 312-658-7221, for further in formation. The pets at the Animal Control center are in need of special holiday attention. Mrs. Marie Slater in Cary has suggested we start a food drive for the animals at the center. Schools in various areas and youth organizations will be notified. Those who would like to help collect cans or bags of food for the center may notify the HP office. Two months old male, long Courthouse Squares Illinois Deputy Attorney General George W. Lindberg of Crystal Lake appeared before the United States Supreme court last week to argue a case on behalf of the State of Illinois. At stake is whether a state has the right to limit eligibility of persons for emergency aid. A federal court of appeals decided earlier that Illinois has no right to determine who is eligible for emergency assistance. The case has gained nationwide significance 1 TAX FACTS 1 Reporting requirements for business person will be reduced substantially as part of its continuing commitment to eliminate unnecessary paper work, Charles F. Miriani, IRS district director for northern Illinois, said. Beginning Jan. 1, 1978, reporting requirements on the Form 941, "Employer's Quarterly Tax Return," will be reduced so that employers no longer are required to provide detailed lists of employees and employee earnings information which are then sent to the Social Security administration. On a newly revised Form 941, to be filed quarterly, employers will provide only the total amount of income taxes and FICA (Social Security) taxes withheld, and deposits made. The Federal Tax Deposit (FTD) system will not be af fected by the change. Miriani said the quarterly earnings data required by the Social Security administration will be submitted on an annual basis by employers on a newly- designed Form W-2. Redesigned Forms 941 and W-2 with their instructions will be available to employers by the end of 1977, Miriani said. because the court of appeals ordered that its decision ap plies to all states. Attorney General William J. Scott assigned his top aide to the case because of its significance to taxpayers. In his argument, Lindberg stressed the fact that the Secretary of Health, Education SECTION 2 - PAGE 1 - PLAINDEALER and Welfare tor nine years has allowed states to impose their own eligibility standards for emergency assistance. During that time, Congress has had many opportunities to change the law if it disagreed with the Secretary's interpretation but did not. Lindberg cited many Supreme court cases in support of the argument that the congressionally unchallenged interpretation by the ad ministrator of a law should be given great weight. Lindberg has previously argued cases on behalf of the SR - FRIDAY, ppri-MBpn „ 1977 Attorney General's umce before the Illinois Appellate and Supreme courts. He said he expects a decision in this case, known as Mandley vs. Trainor, sometime next spring. Some people can't see our name. Prevent blindess.
