According to Harry O. Elm- strom, president of the Na­ tional Association of Realtors, property taxes have increased 10 percent on a national aver­ age in the past year. "The average local property tax bur­ den per man, woman or child per year is now $266 compared with about $163 in 1970," he reports. In Boston, for example, a 28.6 percent tax hike earlier this year Increased the annual tax on a $60,000 home to $3,500 or $291.66 a month. "Considering these statistics, it's no wonder why a recent poll conducted by the Advisory Commission of Intergovern­ mental Relations showed prop­ erty taxes to be even less popular than , federal Income taxes," Elmstrom says. Where does property tax rev- -N enue go? About 45 percent goes to education, with the re­ mainder divided among wel­ fare, police and Are depart­ ments, highways and local roads, hospitals and otlier public services. The recent sharp increase in property taxes nationally is due mainly to wage and benefit in­ creases for teachers, policemen and firemen, and to added services for the public. "What is particularly dis­ turbing, however, is that many communities rely almost en­ tirely on property taxes for the revenue they need," says Elm­ strom. This reliance stems from the relative ease with which local governments can raistf, enforce and collect prop­ erty taxes. ' An alternative to property taxes that Elmstrom and the National Association of Real­ tors endorse is the institution and expansion of user charges. This means homeowners and others would be taxed for the amount of some services they use, as they are for sewers, rather than being assessed a set amount. Another alternative would be greater sharing of revenue from the state and federal level. Income taxes, the source of much of this revenue, do not discriminate against one particular group of people as property taxes do with home­ owners, Elmstrom pointed out. Tapping existing sources of non-property tax revenue -- such as imposing a special sales tax--also would be a more equitable way of collecting the needed funds. Louisiana has used this method to supple­ ment its school districts. "Transferring more of the financial responsibility of serv­ ices such as welfare to state and federal government also would reduce the need for local property tax revenue," Elm­ strom advises. "Unless government insti­ tutes property tax reform, more and more homeowners are going to have trouble keep­ ing their homes," he warns. "It's ironic that the very or­ ganization that seeks and promises housing for the Amer­ ican people also discriminates against the many who already have secured it." I
