January Mortgage Rates Illinois Savings and Loan Commissioner Timothy Griffin announced that the maximum interest rate that may be charged on mortgage loans for January 1978 will be 9.75 per­ cent. The commissioner is empowered to set the rate under provisions of the general interest rate statute. The 1977 Illinois Farmland Assessment act deals only with farm land valuations, says franklin J Reiss. University of Illinois Extension land economist Taxes will still depend on the assessment level of all property and the tax rate total of all local taxing bodies. The effect of the new law depends greatly on local government action, cautions Reiss Because of the amount of discretion given to local of­ ficials, it is difficult to predict the impact of the new lav*. Under the act a formula is to be used to determine the value ;r acre of the highest or best }de of land used for farming purposes within each county. This valuets the average of the value per acre of products sold taken from the most recent census, plus the average value per acre per year for the most recent three years of crops produced as reported by the Cooperative Reporting service Added to this is ten=percent of the average sale pric£ per acre for the same three years. Farm land of a grade lower than the best will be valued by local assessing officials; says ifeiss But specific guidelines for these assessments are not provided for in the act The law does require that assessors value lower grades of land on the property's productivity. This productivity is to be decided by using soil maps, where they exist, and all other available data. The assessor is to consider also the actual use of the land such as row crops, woodlands, per­ manent pastures 9 and wastelands, adds Reiss. Under the new act, county boards of review no longer have the authority to equalize assessments between town­ ships within a county to assume all property is assessed at/33 and one-third percenroy fair market value, savs^eiss And state multipliers do hot apply to farm land assessments but do apply to farm dwellings. Reiss' major concern about the new law is how much below the highest grade of land should the poorest grade farm land be assessed This provision in the law leaves much leeway for decisions by local assessors, concludes Reiss.
