The July 1 adjustments are based on March food cost data. The U.S. Department of Agriculture <USDA) by law must adjust food stamp allotments twice a year, Jan. 1 and July 1, in line with food price changes reported by the Bureau of Labor Statistics in the Consumer Price index. Price changes are reflected in the cost of USDA's Thrifty Food plan, which figures how much low-income families must spend each month to purchase a nutritionally adequate diet. Food stamp allotments equal the cost of the Thrifty Food Plan for each household size. Larger stamp allotments mean that income eligibility standards also must be adjusted, Ms. Foreman said. Under current regulations, the limits on monthly net income go up when food stamp allotments are increased. For a family of four, the new monthly net income limit will be $607, up from $580. New food stamp legislation signed last fall by President Carter changes the method for determining food stamp allotments and setting income limits, and eliminates the requirement that households purchase their food stamps. USDA has issued proposed regulations to implement the new law and plans to put these rules into effect by late this year. Weekly Market Report The performance of the stock market is partially a reflection of how American investors feel about the future of their country and action this past week was embarrassing to any self respecting Yankee Doodle Dandy. Stocks had two solid reasons to rally last week and both were ignored. First of all, out of respect to Independence day which may seem a bit chauvinistic but stocks do tend to go up prior to holidays. Secondly, the market entered last week as oversold as we have seen it in at least a year. Our report last Tuesday expressed the opinion that stocks, due to this oversold condition, were ready and willing to rally but we advised waiting to see if they were abfe. Well, with total disregard for that July 4 spirit, a three day rally was very puny and seemed to result from tired sellers rather than any renewed, serious buying. And Friday with a reduced audience the market returned to the downside due to disappointment over nc mber of r ay bui Citibank announced an important unside followthrough. A number of negative fundamental factors did cloud the scene Friday but both haa been widely anticipated Before the opening, Citibank announced an increase in its prime rate to 9 percent and the consumer price ent increase.
