FIFTY YEARS AGO ; (Taken from the files of July 19, 1928) The second adjourned meeting of the regular meeting of the City Council was held at the city hall. Attorney Carroll, attorney for the Board of Local Improvements, was questioned at length concerning the im­ mediate levy of a special assessment to raise funds for the sewer improvements made necessary by the break in the sewer line in the dredged area at Bcwme creek. Mr Carroll stated That as it was a necessary public improvement, that if there were objectors and there probably would be, as there is always opposition to any improvement, that there would be any doubt but that the judge would see that the special assessment could be spread He also said that if the city board voted for the improvement it would not be necessary to advertise the customary ten days for contractors The public is warned not to take the fire hose without permission or use large quantities of city water on the streets for any purpose as the last parties who took the fire hose in wetting down recently graded streets lowered the supply of water in the standpipe without the water department's knowledge and placed the town in a serious position In case of fire. Hoff The net receipts at the American Legion carnival on July 2,3,4 totaled $1,509 79, and the total expenses $652.14 leaving a net profit of $848.65, which will be divided between the Legion and the fire department, 60 percent to the former and 40 percent to the latter. TWENTY-FIVE YEARS AGO (Taken from the files of July 23, 1953) One of the highlights of Marine day-in fact the real reason for its celebration-are the boat races which begin on the Fox river Sunday, Aug. 2, and continue until early evening. There will be three classes of stock utility racing to open the program, after which hydro racing will occupy the thousands of fans who line the banks of the river. Arrangements have been made by the McHenry County Theatre guild for a polio benefit show to be held Sept. 23 at the Woodstock Opera house. Top radio and television performers have been signed to appear on the fast moving comedy show which is planned. They include Homer and Jethro, popular hillbilly songsters There were flying heels on the base paths and baseballs dropping in the corn patch all the afternoon at Richmond last Sunday as the McHenry Shamrocks emerged with a 14 to 11 victory. It was an all- Miller cast in the pitching department, "Sonny" going the distance for his team while Vern and Connie divided time for the Miller's Corner team. TEN YEARS AGO (Taken from the files of July 26. 1968) Because of the congressional mandate to cut back federal employment to the June 30, 1966, level, including 83,238 employees for the postal ser­ vice nationally, and many in this area, mail service limitations will start locally July 27. Effective July 27 all regular Saturday and Sunday window service will be discontinued. All Saturday collections of mail from street deposit boxes will be adjusted to conform to the generally less frequent Sunday collection schedule. Beginning July 1, all planned extension of city and rural delivery were curtailed. At the time there are no plans to provide mail delivery ser­ vice to new housing sub­ divisions and apartment projects. Marine Cpl. Michael Niska has been cited for bravery and given the Bronze Star for action beyond the call of duty during the fighting in the city of Hue, in South Vietnam. The Mental Health Center for McHenry county has received a $13,000 cut in the request for grant-in-aid funds from the Illinois Department of Mental Health. The center has requested $63,000 from the department a sum equal to the grant obtained last year. This year's grant of $51,000 can be obtained if local funds are used first. In The Black Gov. James R. Thompson recently announced that Illinois ended its fiscal year June 30 "in the black" after three years of deficit spending by the state "This administration has kept its promise to balance the budget with no new taxes," the governor said "We did it by holding our spending within our income." A fire has destroyed the home of Alan and Maureen Swanson, leaving their family homeless. Thank­ fully no one was injured, but they find themselves without the basic necessities of life. The toddler girl wears a size three, the boy a size 7 or 8, the father is about 5'7" and the mother, petite, a size 10 or 12. It has been pointed out that the purpose of village in­ corporation was for the ex­ pressed purpose of improving the condition of the roads. Major road improvements will prove too costly to be done by using only revenues obtained from existing tax structures. The board is considering a major road improvement project to be funded through a special assessment. This project, if undertaken, would result in significant upgrading and hard-surfaced roads throughout most of the village with a possibility of completion by late fall 1979. Through the special assessment the bulk of the cost will be carried by the individual property owners residing on s t r e e t s i m p r o v e d b y t h e project. You, as a resident, have a duty to voice your opinion. A questionnaire has been sent to each household. Please return it as soon as possible, your opinion is necessary in this most important issue. It's that time again to pur­ chase vehicle stickers. Each car, truck and motorbike is required by village ordinance to have a village sticker. Burton Atwood, McHenry County C o n s e r v a t i o n d i s t r i c t pres.Jent, in the company of Kenneth Fiske, executive director, and legal counsel, Roger Stelle, apologized to Clerk Vernon Kays and Associate Kathie Schultz for anytaisunderstanding between the two offices as a result of tax rate struck by the county for the Conservation district. In reviewing the line items of the budget approved for the year ending June 30, it was the understanding of the trustees that the Conservation district levy would not exceed one-tenth of 1 percent of the county's assessed valuation. However, because of the subsequent approval of a bond issue or­ dinance in December of 1977 for the purchase of Vulcan Materials Site 470, the county clerk's office was instructed by the bond ordinance to levy an amount which could be used onb^for bond retirement. This action was taken in compliance with the Illinois Conservation district act and increased the district's levy to .001 percent above the .1 percent con­ templated. The budget presently under consideration for the year ending June 30, 1979, <^ill carry an additional line iteito for the retirement of bond principal plus the payment of interest so that this misunderstanding will not occur again.
