Ide, director of the state department of public wel-- fare. On the theory that the patients at the Lincoln State School and Col-- eny are not competent to sign legal papers, the head of the school has made it a rule to refuse to allow in-- mates to afiix their signatures. To make certain his refusal was justifi-- ed, Caristrom's opinion was asked and the attorney general upheld the position of the school head. Questioning the owner of the place they learned that Joseph Fern-- andex and Edward Yopp had leased the barn at $100 a month.
