AUGUST23,1«T8 PLAINPEALBR Editorial Opinion The Alcohol Problem Lightning Threat If you live in Florida or North Carolina, your chances of being struck by lightning are higher than in any other state. Florida, North Carolina, Texas and Ohio have recorded the highest number of fatalities from lightning in the past ten years, according to the Department of Commerce. If you live in the West, your chances of avoiding strikes are good. In the South they are highest. And, surprising to some, chances erf death from lightning are higher than from tornadoes or hurricanes. In a nine-year period, 1968 through 1976, every southern stale registered more than ten deaths and many over twenty-five-from lightning. Therefore, thunderstorms should be treated with respect. Golfers, campers, and others should always remember that tall, isolated trees and structures can attract lightning. To be in or on water increases chances of being struck. Standing on wet ground or near metal and pipes, even those connected to the ground, is inadvisable One is usually safest indoors, in rubber-tired automobiles or in some kind of shelter And it's usually true that you'll never hear the bolt that strikes you-if that's any consolation! Federal Advertising The federal government is now spending hundreds of millions annually advertising its services. We are told how to apply for this aid and that, for government grants here and loans there, etc. The House Appropriations committee recently requested the Office of Management and Budget to require all federal agencies to report their advertising budgets~to determine how much is being spent (One source estimates the total as half a billion dollars!) Generally speaking, government services needn't be advertised. Elected officials should make available to constituents the kinds of services available, and free announcements of clinics and workshops and special programs are possible in the press and on the air The temptation of bureaucrats to build bigger programs by advertising for more applicants is considerable. Congress might do well to put an end to all but the absolutely essential, small proportion of it. In the stock market, a rule showing equal deference is not to get hung up over your inability to figure out why stocks are going up but to respect the fact they are going up and get with them. Certainly the market environment the past month or so has tested that philosophy and again it has proven its worth. Those investors who let a few minor things like a plunging dollar, record gold price, high inflation and interest rates, and a vacillating president bother them got nothing for their worries except missed opportunities and increased anxieties as stocks rose and they were not on-board The fact that a broad list of stocks have been up on increased volume and that stocks hold together well during normal pullbacks-corrections are the prime considerations. In a nutshell, they are the only things we know for sure and what it all means is that institutions are extremely underinvested in the stock market, are loaded with cash, and there are lots of attractive stocks available. What we don't know is what the dollar, gold, inflation, interest rates, and Mr. Carter will be doing six to twelve months from now and thus one shouldn't allow these unknowns to cause them to ignore the trends already in motion in the market. If stocks start acting poorly, then one should start thinking about what potential negatives might dominate investment psychology in the future. « We had expected a pause to refresh and reflect in the 880-890 area for the industrials and are impressed with how well stocks are behaving despite being over-bought. Last week, while the industrials churned, the advance-decline ration showed a 2 to 1 positive reading. And this gentle correction in the Dow stocks and a further push up in the broad list occurred despite the recent sharp advances, a soft bond market, and inflation figures which were higher than expected. If you can't come up with a good reason for the stock market to be up, try this one--big, quality growth stocks have reversed an 8-year-old P-E multiple Bear market; stocks are selling cheaper than they have for 20 years (not bad relative to alternative investment vehicles); institutions are loaded with cash. That's enough for us to remain Bullish until market action says otherwise.
