McHenry County college's division chairman for humanities and communications, has been included in the 16th edition of Who's Who in the Midwest. Frank, a well known speaker in the McHenry county area, teaches courses on death education and philosophy at the college, where he has been an instructor since 1973. At that time, all colleges receiving federal funding had completed plans for making their campuses accessible to the handicapped by 1980 Director of the University's Rehabi li ta ti on- Educa ti on center, Tim Nugent began his battle for the rights of the disabled in 1949, when the school closed its Galesburg campus There were no plans to transfer disabled students to the main Champaign-Urbana campus Professor Nugent and 26 paraplegics staged a wheel- in at the state capitol and won the transfer In the years that followed, he transformed the University of Illinois into a model campus for the 180 disabled students enrolled each year Professor Nugent's background in engineering has helped him design ramps, dormitory furniture and hydraulic lifts to hoist wheelchairs onto the university buses On crisp autumn afternoons he coaches teams in wheelchair football, a game he developed in 1948 Handicapped students benefit from the physical therapy rooms, labs equipped to teach driving with hand controls, showers with folding seats and flexible hoses "He could see that the disabled would become lawyers, parents, school teachers," says Kenneth Clarke, dean of the College of applied Life Studies "Even the handicapped did not think they should go to college Nugent demonstrated it could be done " One person like Tim Nugent, with a vision and the determination to see the vision through, can be a force for good in the lives of thousands A little publicized bill provides added protection for working parents who employ domestic service workers through licensed private em­ ployment agencies, Illinois Department of Labor Director William M Bowling said this week "House Bill 2661 amends the Illinois Private Employment Agencies act to give added protection to persons making use of domestic service workers employed through such agencies," Director Bowling stated Prior to the enactment of HB 2661. Director Bowling pointed out, each agency was required to furnish a bond upon which any injured party could sue for misconduct by the agency, but the act made no provision to protect the agency user from injury through negligence on the part of the agency. "As amended by HB 2661, the Private Employment Agencies act now allows an injured party to sue upon the bond for negligence as well as misconduct," Director Bowling said "It abolishes the defenses of contributory negligence and assumption of the risk in the furnishing of domestic service employees "This is made necessary because employers in the domestic service industry are mostly working class people who rely upon the professional expertise of the agency in checking references and fur­ nishing qualified employees These people seldom request and double check the references themselves," he added The Director of Labor stated that House Bill 2661 "originally arose out of a highly publicized and very heated incident in the Chicago area this past year in which it was alleged that a domestic service agency negligently placed an emotionally disturbed em­ ployee in a home to care for a minor child The employee was found guilty in circuit court of having cruelly beaten a child in the home, and was declared to be emotionally disturbed, however, at that time the in jured party had very little legal recourse against the agency The department took action against the agency involved and, eventually, the agency surrenedered its license and went out of businecs."
