fti Ask Public Comment On Grain, Soybean Programs the public has been asked to submit ideas and comments on decisions that need to be made on the 1979 Feed Grains and Soybean programs. Bay Fit zgerald, administrator of the „U.S. Department of Agriculture's Agricultural Stabilization and Conservation service, said most of the decisions are to be made by Nov. 15. Comments are asked con cerning the following deter minations to be made for the 1979 crops of corn, sorghum, barley, and oats: Whether barley and oats should be included in the feed grains program (corn and sorghum are required to be in the program); Whether there should be a set-aside requirement, and if so, the proportion of acreage to be set-aside; Whether there should be a land diversion program, and if so, the extent of such diversion and level of payment (if land ^diversion payments are made, producers will be required to devote to approved con servation uses an acreage of cropland equal to the amount of such land diversion); • If a set-aside or land diver sion program is required, 'whether a limitation should be -placed on planted acreage; fc The amount of the 1979 Rational program acreage (the S feed grain stock objective is set at 5 7 percent of world jfeed grain comsumption, an jjimoi lount judged to be our "fair' '«hare of world feed grain "Stocks. Estimates of the national program acreage required to meet this objective are requested, together with appropriate explanatory material); The reduction required, if any, from previous year's harvested acreage to guarantee target price protection on total 1979 planted acreage (If the national program acreage for 1979 is less than the national harvested acreage for 1978, producers will be required to reduce acreage in 1979 to be eligible for full target price protection on 100 percent of their acreage); The loan and purchase levels for the 1979 crops of corn, sorghum, barley, oats and rye, i n c l u d i n g c o m m o d i t y e l i g i b i l i t y , s t o r a g e requirements, premiums and discounts; Established (target) prices; and Commodity Credit cor poration minimum resale price and other related provisions necessary to carry out the loan purchase and payments programs For soybeans, comments are asked on the loan and purchase levels for the 1979 crop. The determinations include com modity eligibility, storage requirements, premiums and discounts Comments should be sent to the Acting Director, Production Adjustment Division, ASCS, USDA, Room 3630 South Building, P.O.
