McHenry. who received a commercial- instrument pilot rating There were nineteen private pilot certificates earned, which encompassed the following ratings eleven commercial- instrument pilot. f ive multiengine land aircraft pilot, two certified flight instructor, two commercial pilot, one instrument flight instructor and one instrument pilot All were earned through ground and flight courses given at the Universitv of Il l inois Willard airport by the in sti tute 's pilot training depart ment headed by Professor Omer Benn For many students, the courses are directly connected with future careers in aviation and other fields For others, flying is an auxiliary skill comparable to driving an automobile * * * * We're now ready for the autumn business pickup. GOD BLESS Commission Plans Public Tax Hearings At Rockford There's a public hearing on taxes in Rockford next Wed­ nesday, Oct 25. and if you don't go, the Governor is going to conclude that you don't think taxes need cutting "That 's the message that came through loud and clear from Governor Thompson at the sparsely attended first public hearing of the Gover nor 's Advisory Commission on Taxes." reports State Rep Cal Skinner. Skinner unveiled his "mini- Proposition 13 " It consists of a constitutional amendment which would allow 5 percent of the voters inany county to limit property t 'Sxes on their homes to whatever percentage of market value that they thought fair. "Californians thought 1 percent of market value was the right level In Winnebago county, homes are taxed higher, on the average, than anywhere else in Ill inois 1.95 percent of a home's market value is paid every year in property taxes Other areas, such as DeKalb county and McHenry county, are closer to 1.5 percent, while Boone county homeowners paid 1 3 percent of their homes' sale value in 1976 (the last year for which statistics are available*. Other counties are taxed well under 1 percent of market value." Skinner said "For that reason, I 've proposed that residents of each county be empowered to decide the right level of taxation on their homes all by themselves, as revolutionary as they may sound to some. "I 'd certainly be interested in anything those who favor or oppose my proposal have to say."
