Under MCC's system of independent study, a student can earn up to three credit hours per semester by aiding the McHenry County Historical society in its -research into McHenry county's past. Students can undertake such projects as interviewing long­ time residents of McHenry county or by researching and tracing the history of local businesses, civic organizations, fraternal societies and chur­ ches. The student interested in photography might wish (o photograph historic buildings and landmarks in McHenry county. The Historical society also has many artifacts from McHenry county's past which need to be photographed and catalogued Students who are interested in pursuing such a project should contact either David Hill, instructor of History, or Denis Bancroft, instructor of Photography, at McHenry County college, (815) 455-3700. The specific project un­ dertaken can be determined by the individual student with the approval of th? appropriate instructor USDA Announces NewFormula \ To Distribute $550 Million The U.S. Department of Agricuiture(USDA) has an­ nounced that a new formula will be used to distribute $550 million to states for the special supplemental Food program for Women, Infants, and Children!WIC) for the first quarter of fiscal year 1979. Monroe Woods, the midwest regional administrator of the USDA's Food and Nutrition Service (FNS), which ad­ ministers the program, says that under the new formula. Illinois will be eligible to receive $5,731,211 for the first quarter. Woods explains the new formula takes into account poverty, population, and health factors and enables the USDA to focus funds on areas in greatest need of food assistance. Under the new- formula. states will receive funds based on the number of children under five years at or below 200 percent of the federal poverty level. Multiplied by a state's infant mortality rate divided by the national infant mortality rate. Other rules adopted to allocate the funds fairly are: -If a state now spends more than it would receive under the new formula, it will receive no less than the fourth quarter 1978 funding level, plus 10 percent to compensate for inflation and to permit a limited growth in the number of persons served -States with fiscal year 1978 fourth quarter funding over $5 million will be limited to a 50 percent increase. The law allows a state to use 20 percent of its grant for ad­ ministrative costs When the program's authorizing legislation is changed, a new formula for distributing ad­ ministrative funds will be proposed. These changes are anticipated during this fiscal year. The new formula, which appears in today's federal register, is based on recom­ mendations of a panel which included representatives from state agencies, local agencies, and consumer groups. The public is invited to submit written comments on the formula to Jennifer R. Nelson, Director, Supplemental Food Programs division, Food and Nutrition service, U S Department of Agriculture, Washington, DC. 20250 Deadline for comments is Nov. 10. Future Of Human Services Theme of IWA Conference The Conrad Hilton hotel, Chicago, will be the site of the eighty-third annual IWA conference beginning Oct 29 Theme for this years con­ ference is "The Future of Human Services in Illinois". The IWA is the Illinois Welfare Association An outstanding lineup of study courses and general session programs will be presented during the three day conference The courses will cover a variety of topics and issues and registrants are urged to select their study courses early and arrive in plenty of time since sessions will be conducted on a first come, first seated basis Sunday 's opening session will feature a panel of the deans of the following schools of Social Work: Jane Addams, George Williams, University of Chicago. University of Illinois at Champaign; and Loyola university They will discuss issues and problems in human care services in Illinois and identify the trends which they feel may occur during the next five to ten years A breakfast meeting is slated for 7:45 Monday morning. The meeting will feature Dr. M a r s h a l l R o s e n b e r g , psychological consultant from St Louis, who has taken part in several state and district IWA conferences during the last few years Dr Rosenberg will also conduct a two session study course at this conference The directors' accountability session will be held at 10:45 Tuesday morning in the Waldorf room on the third floor This session offers an op­ portunity to find out what is going on in the various state departments as well as plans for the future from the best possible source, the depart ment directors The speaker at the eighty- third annual IWA conference banquet will be Tom Higgins, acting deputy under Secretary for Inter-Governmental Af fairs.
