F Jozwiak Manager ' Pub Dec 22 & 29. 1978i Attorney General Cautions Against Chain Letter Scheme Attorney General William J, Scott has cautioned Illinois residents against taking part in a chain letter scheme that "guaranteed" $45,000 in three weeks time. Scott's Consumer Protection Division said that under the scheme, the person selling the plan places ads in newspapers with large circulations. The ad states that persons responding to the ad will be guaranteeed $45.(KK) in just three weeks When an individual does respond, he is sent a first letter which promies that the in dividual can. for the small investment of $15.00. receive the secret formula which guarantees profits of $45,(KM) in three weeks Once the person has mailed in his $15.00, he receives a second letter congratulatihg him on his shrewdness, and informing him of the secret of how to make thousands of dollars The secret is to mail out the first letter, changing it to include his own name and address In actual practice, Scott said, the plan breaks down when people find they don't get the number of responses they had anticipated. or persons receiving the first letter are smart enough to know that they already have the secret which promises $45,000. The plan is especially misleading because it- con­ templates a pyramid scheme in which the number of investors needed to guarantee everyone involved $45,000 quickly ex­ ceeds the world's population Scott's office recently con tacted a Jacksonville resident who had published the "get rich" chain-letter ad in the Decatur Herald. When that person was advised that state law prohibits such deceptive practices and "pyramid sales" she agreed to cancel the ads and refund money to people who'd responded. Scott said it 's important that people be educated to the scheme and avoid it. because law enforcement becomes difficult when thousands of people take part, and become both victims and perpretators by the nature of the chain He said however, his office will be prepared to act against anyone identified as principals in the scheme, with one indication being the fact that a person has benefitted greatly from it. ., The Attorney Genera] said federal authorities are also monitoring the situation, since the mails are being used as the means of transmitting the scheme.
