Scott's Consumer Protection division said that under the scheme a person pays $37.50 for a packet containing an $18 75 U.S. Savings bond, in­ structions. and a list of ten names The purchaser mails the bond to the person in whose name it is issued, and makes a new list of iiames. leaving off the name in the No. 1 position, and adding his own in the No. 10 position, moving up the rest of the names The purchaser then buys two $18.75 bonds in the name of the person who is now No. l on the list, makes up two packets and sells them to acquaintances for $37.50 each, thus covering his own ex­ penditure of $75.00 Supposedly, the mathematical progression will have a person's name on 1,024 lists when his name reaches position No. 1. In actual practice. Scott said, the plan breaks down when people find they're not good salesmen and can't sell their packets, and when someone decides to put his own name in a high position on a list, or simply discards a list and makes up a new one using the names of 10 confederates. Scott said. "It's the same as the old chain letters. A lot of people-get hurt with the $75 loss, and a very few people may receive a lot of money." "It all seems like a lot of fun until hard feelings develop when relatives and friends discover they've brought each other into a flim-flam." These chain schemes come along every 15 years'or so. and none of them ever works as ad­ vertised." Scott said it's important that people be educated to the scheme and avoid it. because law enforcement becomes difficult when thousands of people take part, ahd become both victims and perpretators by the nature of the chain. He said, however, his office will be prepared to act against anyone identified as principals in the scheme, with one indication being the fact that a person has benefitted greatly from it. Such con­ sideration as small dog versus large dog are important, of course, because the dog has to suit the owner's lifestyle. Dogs of mixed parentage, let's say Mutts, can be mar­ velous pets. They rose to stardom because of their winning ways and dispositions. Among mixed breeds there are certain crosses that are surefire hits. The Cockapoo is one. Then there's the Schnoodle, and the Pekapoo, all small dogs and from the standpoint of appearance, usually adorable. Certain mixed breeds have even at­ tained the status of AKC registration, when, after a period of years during which the traits and appearance are carefully studied, the dog is determined to be desirable. One such is the^Brchon Frisee, the official name given a dog which is the result of cross breeding the Toy Poodle and the Maltese. With the large humbers of dogs handled at the McHenry county Animal Control center, Jack Rehorst, the director, has plenty of opportunity to study the traits that make animals adoptable. he has noted that mixed breed like the Cockapoo, Schnoodle, and others, have the stable temperaments that make "Xhem desirable pets. i Xhen a Animal Control keeps a "Want Book", containing names of persons who have specified in a general way want they want in a pet, and these persons are called when this type of dog is available. The Animal Control center. 11608 Banford road, Woodstock, is the place to look for a pet, and if it's not there on the first visit, leave your name in the "Want Book" and go back several times. Often the difficulty with the purebreds that may be available for adoption is that " they are the products of in­ discriminate breeding by back­ yard breeders who don't know what they are doing and are anxious to make profit. These dogs ofte prove to be genetically inferior although thffir outward ap- perance is satisfactory. For those who must have a pedigree, it's best to avoid the puppy mills and go to a reputable breeder with a recognized reputation for longevity as a breeder, and who can provide papers to prove the bloodlines are pure. Once in a while Animal Control has a fine pedigreed animal, often an adult, who through some misfortune has not been claimed by its owner. When the animal has all the best qualities of its particular bread, it would make a fine pet and should be considered even throught it's beyong the puppy stage.
