All these involve at­ tachments that are not per­ mitted with Form 1040A. "There are two Germanys and two Chinas, but we believe these problems can be settled in time, if not in 10 years, in 100 years. Even if we can't settle them in 100 years, we can settle them in 1,000 years." (Teng Hsiao-peng, Tokyo press conference Nov. 23, 1978). "...my hope is that this goal (acquiring Taiwan) can be reached this year. As far as my health is concerned, I can hope to live for about 10 years and that's too/long for the Taiwan question./' ..."We shall try to solve th6 Taiwan question by peaceful means. Whether or not this can * be done is a very complex question. We cannot assume that no other ftieans than peaceful will be used to achieve unification of the motherland. We can't tie our hands. If we did, it would in fact obstruct the realization of this our intention." (Teng Hsiao- peng, Peking press conference, Jan. 5, 1979.) Now, 180 degree turns in policy and rhetoric are stan­ dard procedure for officials in communist countries, but for some reason Americans still seem to expect their presidents to be men of their word. Teng's statement, on the other hand (even though it comes less than a month after Carter announced U.S. recognition of Peking on Peking's terms), should not be surprising. Russia and quick industrialization are China's two grestest concerns, but acquiring Taiwan is sym­ bolically very important to Peking and now that they have legitimized their legal claim to it in the eyes of the world - thanks to Mr. Carter's move - they may soon begin a slow and subtle economic and political squeeze play. It will be just slow enough and subtle-enough so as not to arouse any great outcry from the U.S. Meanwhile, Peking has got American businessmen drooling and looking starry- eyed at what they think is a vast market for their goods. Few of them have come out of their euphoria yet, or else they would begin to learn that the extent of U.S.-China mainland trade may be a lot more limited than they have been expecting. China lacks substantial hard SENIOR CITIZEN'S CORNER HELPFUL IDEAS FOR SUCCK&FUl RETIREMENT Sun Hazards This is the time of year when many young s persons are taking to the ski slopes. You've checked out all your gear -- skis, poles, goggles, gloves and clothing -- and are ready for snow country. Right? Maybe not. Don't forget to take along some sunscreen. Remember, the higher the altitude, the less protection the atmosphere provides against the sun's ul­ traviolet rays. Without adequate sunscreen protection for your nose and face you could easily end up with a serious case of sun­ burn even though the weather is actually at the freezing level. Just as sand and water reflect sun, snow reflects up to 85 per cent of the suns ultraviolet rays. Make sure you pack a good sunscreen before buying a lift ticket. A "good" sunscreen is one that you can apply before going outside and which will continue to protect you throughout the day -- without washing off. Because you don't want to be continually taking off your gloves to apply a sunscreen, find one that offers a one-time application plus lasting protection. currency reserves so will have to acquire American machinery on credit. The Chinese prefer long-term easy- term credit. They would even ' like to pay for the machinery with the goods they produce frorift it (and don't un­ derestimate their ability to one day flood U.S. markets with cheaply-made consumer goods). There is another obstacle, the Jackson-Vanik amendment; Originally aimed at the U S S R., it prohibits the U.S. government from granting most-favored-nation status to those which prohibit free emigration. Since human rights as we know them aren't exactly flourishing on the China mainland, Mr. Carter would have to seek an exemption in this case. If he does, how will the Russians react? Will they squeeze Pakistan, Saudi Arabia? But, in light of recent events, don't look for con­ sistency from Washington. Safety Hints ]| By Alan J. Dixon Secretary of State Previously I listed four safe driving practices to help you offset the dangers of driving in winter. Here ate four ad­ ditional suggestions to follow in this weather. 1.) Get the feel of the road­ way. Start out very slowly. Test your brakes gently after the car is in motion, to find out how much traction you will have. Start slowing down before you come to an intersection, a turn, or a stop. 2.) Always keep a safe distance. Many rear end collisions occur on icy streets because drivers are following too closely. To be safe, you must keep your distance. 3.) Watch for danger spots ahead. Bridges and shaded areas on the roadway may be icy when the other sections of the pavement may be dev. Also, be careful when approaching turns, 4.) No one exacts to be stranded in blizzard conditions, but a good winter driving plan includes carrying a shovel, a heavy woolen blanket and a few candy bars. If you are stran­ ded, stay inside your car and wait for someone to find you. Your car's engine should be run for just short time periods to give you enough heat for sur­ vival.
