DENY WIESER - CONWAY PETITION FOR ZONING (Continued from page 1) The Council voted unanimously to remove the parallel parking after Meyer explained the government would not approve the entire project if the parking was not eliminated. Chamber of Commerce executive director Robert Prendergast addressed the Council, reminding members the removal of the parking would affect the bank as well as the McHenry Plaindealer. Meyer indicated the job would be put out to bid this summer. The Council accepted the low bid of Lakeland Construction for the improvement of Washington street. The cost of the project is being shared by the federal government and the city and will be over $70,000. Meyer also reported that the traffic lights at the Draper road and Route 120 intersection would be put out to bid the first quarter of fiscal year 1980, which begins June 1. He also told the Council that Route 31 south does not yet have enought traffic to merit its enlargement to four lanes, according to state standards. Mayor Stanek indicated the state was going to project future figures shortly for the road, and indicated the city should stay "on top of the project" to determine when the road could possibly be enlarged. ^ A request by Hornsby's store in the Market place to construct a tent to house garden center supplies for 4-6 weeks was granted. The tent will be located in the store's parking lot. Police Chief Pasenelli reported there would be a meeting Thursday at city hall at 7:30 p.m. concerning the establishment of the 911 emergency number in the McHenry area. He indicated problems regarding the routing to be used are present and will be discussed. Representatives from all communities to be involved will attend the meeting. Stanek reported the RTA would be attending a future McHenry Council meeting to discuss the establishment of dial-a-ride in the city. The recommendation of the park committee to establish a park reservation policy was acccpted. Residents of the city will have to pay st' $10 deposit to reserve a portion of Petersen l*»rk. Non-residents will be charged $25 for groups up to 100 and $50 for groups over 100. Deaths JOHN C. FOUTE Sr. John C. Foute Sr., 75. of 1342 Essex. Chicago, died Tuesday, March 7, at St. Joseph's hospital in Chicago. Survivors include his wife, Margaret, and a son, John Jr., of McHenry. Arrangements are in­ complete at the George R. STAFF PHOTOS-WAYNE GAYLORD Tavern Burglary Among Many Legal Notice Sheriff's police have been investigating the early Tuesday morning burglary of Papa Joe's tavern, 5019 Wildwood near McHenry. Sometime after midnight, someone reportedly broke a window to gain entry to the premises. Taken by the offender were several bottles of liquor, 25 cartons of cigarettes, two boxes of candy bars and about $45 in cash. Apparently there were no witnesses, according to police. Tuesday afternoon, police investigated a reported burglary at the Richard Miller residence, 4006 Burton trail, Wonder Lake. During the day while no one was home, someone entered the house by kicking in the front door. Determined to have been taken in the break-in was $50 in currency and change. A routine investigation of the Johnsburg Junior high school, 2117 Church street, Sunday evening revealed a glass of the main entrance door had been broken, apparently having been kicked. At 5:20 p.m. Sunday, police investigated vandalism at the home of Walter Gordon, 2121 Beachside. Just ipoments earlier, the glass of the front storm door and the living room window had been damaged, apparently by the use of an air rifle. |t was suspected the shots had been fired from a pickup truck which had been seen in the area. A search of the area failed to find the suspect vehicle. Just after noon Sunday, police investigated the<|$eft of an auto belonging to [Robert Hanks. 7908 Cypressj drive, Wonder Lake. Sometime during the night, the 1968 Chevrolet had been stolen from in front of the home. The vehicle was later found abandoned, stuck in a snowbank at Wonder Lake drive and W. Lake Shore drive. At 11:05 p.m., Eric Swanson, 4612 W. Lake Shore drive, McHenry, reported that during the night someone had removed the gas cap from his truck parked at his home and tried to syphon gas from the tank. The attempt reportedly did not succeed. The offenders then repor­ tedly placed an M-80 firecracker in the tank filler pipe and attempted to light it, but apparently the firecracker failed to explode. Early Sunday morning, William True, Wonder Lake, reported that sometime bet­ ween 12:30 a.m. and 1:15 a.m. while his auto was parked at the Rusty Nail tavern, 4520 Ringwood road, someone gained entry to the locked vehicle. The offender reportedly stole a Midland 40-channel CB radio. Late Friday night, Dennis Justen, 1717 Park lane, reported that while at the McHenry VFW, 3002 W. Route 120, that evening, someone entered his unlocked auto parked in the parking lot. The Public Safety committee and the McHenry County board was informed Monday by John Shay, Emergency Services & Disaster agency, that the outlook at the present time is not for any serious flooding. However, a close watch is being kept on the rivers and creeks in McHenry county. Some sandbags have been distributed to concerned citizens so that in the event some creeks rise, the sandbags could divert the water from their houses. The Fox river, which has on numerous occasions before caused problems, has not yet reached the normal level it is in the summer. Richard Klemm, chairman of the McHenry County board, and the Public Safety committee, through its chairman, Ross Kitchen, have advised MCESDA to keep a close watch on the water and take any steps necessary to assist residents of the county. Shay stated that the McHenry county chapter of the American Red Cross, through its executive director, Betty Keegan, has a plan ready to shelter people in the event any mass evacuations are necessary. Shay stated that in the 10 years he has served as the county ESDA director, massive evacuation has not taken place. The thick blanket of snow covered the ground deep enough and early enough so that the soil remained almost frost-free. This covering protects hardy perennials, strawberries and lawns from the heaving and thawing action that exposes root systems to drying. Even now as the snow is melting away from sidewalks, green grass shows As the deeper layers of soil release their heat, we observe two to three inches of growth has occurred. Also protected by the snow are the flower buds of many shrubs such^ as forsythia. flowering quince, flowering almond, cotoneasters and spireas that dehydrate and freeze from winds and low temperatures. For this reason, this spring should be okay. While many fruit trees and crabapples have experienced damage from rabbits feeding on their limbs, this certainly is not as fatal as the damage found on the trunk during periods of little snow fall. Removal of these dead limbs after the trees have leaved out will encourage recovery. Spraying the wounded limbs with tree wound paints is not considered necessary nor helpful. Small foundation evergreens will come out of the winter with a good green color. The reason is that they have been covered by snow and have been able to take up moisture from the unfrozen soil. Normally March signals a stress period on these with unavailable soil moisture and increased dry wind activity. Evergreens presently covered with snow should be left alone. Any method to remove the frozen, crusted snow on them may result in broken branches. The spring melt will lighten their load daily.
