By an unfortunate coincidence, Orwell's notorious year crops up just when the Soviet Union could catch us short-handed. The early eighties -- the time frame covered by SALT II -- may see the Soviets achieving an edge over the United States in strategic capabilities. Coming too soon for long-range development programs al ready on the boards, and new remedies requiring long lead times, the next thousand days could find the West unexpec tedly vulnerable. What are the alternatives? If SALT II is rejected by the U.S. Senate we hardly want a panicky, scrambling arms race in which we'd be at a disadvantage. Obviously, we would need to operate from a position of strength. But that's just what the next few years are programmed to deny us. According to a book just released by^ the National Strategy Information Center, there are feasible short term options available to the U.S. Strategic Options For The Early Eighties, What Can Be Done?, by William R. Van Cleave of the University of Southern California and W. Scott Thompson of the Fletcher School of Law and Diplo macy at Tufts, presents the research of the Strategic Alterna tives Team, an independent group of leading scientists and strategists. The Team's work is based on two premises: the proba ble Soviet edge over the United States in the next half de cade; and the certainty that there must be something we can do. They reject the view of most administration officials, who believe that a Soviet advantage during the early eighties is inevitable regardless of what the U.S. does. Doing something is the whole idea. Stressing urgency, the quick-fix study suggests a range of short term options for meeting immediate, or almost immediate dangers. Ac cording to Van Cleave and Thonfpson. "the immediate problem is that, even if the U.S. government should nou decide to embark upon major programs to redress the de teriorating balance, there could still be a threatening peak of relative Soviet strategic power during the first half of the eighties ... We must be able to avert the danger during this interim period." Some quick-fix suggestions: speed up programs already underway (as we did twentyyears ago with Minuteman and Polaris); bring cancelled programs back to life (the B-l for example); adapt new uses for present weapons (for instance, moving strategic bombers to bases further inland, or adding parallel runways to existing air fields); and working better with our allies. The quick-fix idea is characterized by "the ability to achieve something worth doing in a short time, whether it be temporary or long term, a major program or a variety of small innovations," write/Van Cleave and Thompson. While not necessarily favdnng one option over another, the Team agrees on two points: there are short term remedies available; their number and utility are reduced as time pas ses. Proponents of SALT II seem to view the world a little less than realistically.
