When asked by Caldwell, Thompson agreed that the merchants would be, by nature, competitive. "Do you think these mer chants will solicit and advertise to bring in people from outside the development?" asked Caldwell. "Possibly," answered Thompson. "Will there be lighting at night for the stores and the parking lot?" Caldwell asked. "Possibly," answered Thompson. "And this will not conflict with any of the land use to the east (residential)?" Caldwell asked. "It can be designed that way," Thompson said. James Hecht, an attorney representing the Bull Valley association, was concerned with the entire design concept of how this development would fit into the county. According to Hecht, the proposed development is in contradiction with the com prehensive land use plans of both the Village of Bull Valley and the Northeastern Illinois Planning commission (NIPC). The land use plans of both these political entities intend to have the area in question to remain as farm land. Thompson ad mitted that he had not con sulted either group's land use plans. Hecht further objected to the proposed development on economic grounds, saying that this area is one of the few good working farms left in the area. Some of this land is rated as prime agricultural land. Once again, objection to the sewage plant, and its location were voiced. Gary Salman, 6907 W. Mason Hill road, McHenry, owns land across the road from the proposed site of the sewage plant. His concern stemmed from the obvious monetary effect, a possible land devaluation, to the physical effect, the sight, the smell. Robert May said earlier that the sewage treatment plant would not affect adjoining land either monetarily or physically. Further contention arose over the developer's conception of police and fire protection. "The people have been led to believe that the development will provide a complete police function," Rakow said. "Yes," said Thompson, alluding to an internal police force which would handle all police functions. On the other hand, May, and later Thompson, said that the planned police protection would be similar to that of the Lake Barrington Shores develop ment. which consists of a fence around the development and guards at the gates. These guards monitor who comes and goes. The fire protection was a little sketchier in detail. Thompson said that at present, the developers are planning to have fire hydrants and water, but no details were proffered concerning fife trucks. The development is within the McHenry Fire Protection district. James Sayers, the general manager and developer of the Lake Barrington Shores complex, came before the board to testify, as an expert witness, to the feasibility of the project overall. Sayers said he believed the project was feasible based on his experience with a number of such developments. Sayers said that his role in the development of a complex such as Lake Barrington Shores, or the proposed, is one of coor dinating 36 to 40 experts in their respective fields. While no one disputed Sayers' qualifications, some did dispute his con elusions. "Well, yes," Sayers said. "Then how can you say this project is feasible if you haven't even talked to the consultants." Sayers admitted that he had not spoken directly with the consultants and said that he based his opinion on his talks with Robert May. "Mr. Sayer is the key to the whole hearing," Caldwell said. "He uses 36 to 40 consultants- May has consulted four." When asked how many such developments he had worked on, May answered that his was his first one.
