We are really behind in our adoption follow-up program and must clear our case load by the time the bad weather strikes for everything comes to a stop then. Follow up respresentatives visit the homes in their own areas who have adopted pets from HP. A representative acts very much like a Welcome Wagon hostess. One is not there to give people the third degree but rather answer questions when asked, give help and comfort, if needed, and a look see to check that everyone, especially the pet, is A O.K. MidAmerican Viewpoints Birth-To-Three Program Helps Parents Reach Goal a The Birth-to-Three Program of Pioneer Center for the Ex ceptional is designed to assist parents to reach the goal of developing children to their greatest potential. A not-for- profit, private organization, Pioneer center is dedicated to serving the needs of the developmentally disabled residents of McHenry county, beginning at birth. Services for children include a day care for the multiply handicapped and the Birth-to-Three Program for children from birth to age three with any developmental delay. A child's problem in development may be in his fine or gross motor development, s p e ech • development, social ization, visual or auditory per ception, or in the area of self help skills. A staff at the center, including child development specialists, a nurse, a speech therapist, and professional consultants, help evaluate each child's individual needs. By combining efforts with parents, a program of general stimulation to encourage the child's development is planned. The program is carried out in the center and in the child's home by staff and parents. The role of the parents is fostering their child's growth is greatly emphasized. Support and information is available in many forms. Parents are able to observe and work with their child at the center. Home visits are scheduled to help families carry out the child's program and answer questions. Parents also have the opportunity to talk with consulting doctors and therapists about concerns. Student Loans To Become Available For Middle Income Perfect freedom is as necessary to the health and vigor of com merce as it is to the health and vigor of citizenship. Patrick Henry Major changes in laws during the past year have made scholarships and student loans much more available to mid dle-income families, according to Dennis Wentworth, coor dinator of financial aids and placement at McHenry County college. "The changes mean that there often are financial aid funds available to a student who comes from a family with an income of as much as $30,000 annually," Wentworth ex plained. "Unless a family has unusually high assets in ad dition to that income the student could qualify for an Illinois state scholarship to help pay tuition and fees and for a federal basic grant to help pay for books, transportation and living expenses," Wentworth continued. Now is the time to apply for financial aid for the Fall or Spring semester, he advised. Wentworth said students must apply between now and the end of July if they want to find out if they qualify for aid before the Fall semester begins in late August. In addition to misconceptions that you have to be "poor" to qualify for financial aid, the MCC coordinator of financial aids and placement said other myths which keep qualified people from seeking help in clude viewing the aid as a type of welfare program or thinking that you must have high grades to get financial help. "Actually the aid is much more like a tax rebate than anything. What you are ac tually getting is your own tax dollars back to help pay tuition, fees and book costs," Went worth said. "Almost the only barrier to financial help to return to school is already having a bachelor's degree. Even if you are changing careers, having a four-year degree cancels out most chances to receive aid while attending MCC," said Wentworth. In addition to federal and state grant and scholarship programs and to loan or work study programs, McHenry County college also has ap proximately ten private scholarships with varying requirements available to students. "Few people realize that 50 percent of the students enrolled in colleges across the nation are receiving some form of financial aid," Wentworth said, adding that the percentage is also true for MCC where half of the students enrolled are getting financial assistance of some kind. "My advice to anyone con sidering attending college who has any doubt whether he or she is eligible for financial aid is to apply. If you think it may be financially tough for you to attend school, then you should check out the options open to you by visiting or telephoning the financial aids office at MCC," Wentworth concluded. Because persons and entities are given their own unique TINs, the TINs are particularly useful in the work of the IRS. TINs enable the IRS to sort billions of transactions and properly credit taxpayers' accounts even when individuals or businesses have the same name or relocate. To ensure that their IRS accounts are accurate, tax payers should provide their correct TINs to all payers of income and withholders of tax. Examples of those to be provided with TINs are em ployers, banks and other savings institutions, payers of pensions and stockbrokers. Both business and indivudals should be certain to include their correct TINs on all communications with the IRS, including tax returns, in formation items and correspondence about their accounts. A penalty of $5 may be levied for each failure to furnish the TIN to an appropriate person or to show the number on filed returns. Both businesses and in dividuals should be certain to use their own TINs. For example, an EIN belonging to a business's former owner should not be used by the present proprietor. Any individual who doesn't have a Social Security Number but receives taxable income or has tax withheld from income can get a TIN by submitting a completed Form SS-5, "Ap plication for a Social Security Number," to any SSA office. Application forms are available at any IRS or SSA office and many post offices. A person or business required to report employment taxes or give tax statements who does not have an Employer Iden tification Number can get one by sending a completed Form SS-4, "Application for Em ployer Identification Number," to the area Internal Revenue Service center at Kansas City.
