Hathaway, noting that several commodities in the farmer- owned grain reserve are near the call levels, outlined details of Commodity Credit Cor poration (CCC) call procedure. The call level is reached when the national average market pirce is 140 percent of the current national average loan rate for feed grains and 175 percent for wheat. • . v : , . When a commodity is called from the reserve, the producer must repay the CCC loan within 30 days or forfeit the grain to CCC. In making today's an nouncement, Under Secretary Hathaway called attention to the current snarls in truck and rail transportation and said that prior to the repayment deadline, an assessment would be made on a county-by-county basis to determine if it is physically possible for a far mer to deliver the commodity. In areas' where there is no commercial storage or adequate transportation, Hathaway said CCC would delay issuance of .delivery orders to farmers for at least 30 days after the normal 30 day delivery or repayment period. If the storage and-or tran sportation problem(s) con tinue, an assessment of the situation will be made every 30 days to determine when notices can be issued in the counties involved. These delays in delivery or repayment will apply to farm-stored loans only; warehouse-stored loans will be forfeited after 30 days unless they are repaid before the cut-off date. County offices of the Agricultural Stabilization and Conservation Service (ASCS) will make the assessment, Hathaway said. ASCS county offices will of ficially notify producers when their grain has been called and the date by which the loan must be redeemed. Twice Told Tales fp FOCUS For Five Five local 4-H members returned home last Friday from Washington, D.C., after completing Citizenship- Washington Focus -- a week- long experience in citizenship at the National 4-H center. James Drendel and Linda Borhart, Huntley; Nikki Payne, Woodstock; Karen Kuhlman, Hebron and Scott Detwiler of Wonder Lake were among 33 other Illinois 4-H'ers and 600 from seven other states participating in a special citizenship prgg^am. It is a program deigned to help young people understand the structure and function of the United States system of government, the heritage of the country's development, and prepare plans for active citizen involvement when they return home. Using the nation's capital as a "classroom." the program included a day on Capitol Hill to meet with members of congress and see government in action. Representatives of Senator Percy and Stevenson were visited. In addition, the McHenry county youth met with Congressman McClory's staff. One day was spent at Historic Colonial Williamsburg in southern Virginia and other trips to historical and cultural sites as well as to federal agencies and community organizations were among the most informative and exciting parts of the week according to the youth. A visit to the American Association of Retired Persons was made. The association explained the Generations Alliance program and other activities where youth and retired citizens worked together. In workshop sessions at the National 4-H center, young people discussed contemporary issues and concerns. They shared ways in which skills and knowledge gained during the week could be applied to the 4-H program here in McHenry county. The five delegates hope to sponsor a local citizenship program for county 4-H teens. One of the best parts of the experience was being able to share ideas with 4-H members across the country. Other states participating the same week were Iowa, Nebraska, Minnesota, New Jersey, Oklahoma and Michigan. RT. 14 ft 47 WOODSTOCK Fair Association, said there will be reduced prices on rides on Wednesday, which is designated as Family day, and again on Children's day Friday until 5 p.m. A hot air balloon will make a free flight from the fairgrounds track infield about 6 p.m. Wednesday and return Friday for a 7 a.m. flight across Monroe and tether rides to a height of 100 feet from 5 to 8 p.m. at the fairgrounds. The balloon is the Fair association's way of giving the 125th birthday a royal sendoff FIFTY YEARS AGO (Taken from the files of July 18-, 1929) t The lifeless body of Henry Mengs of Woodstock was found at the fairgrounds in that city, the victim of a Cold blooded murderer. The body showed unmistakable evidence of having suffered a blow on the head and was cut and hacked with a knife which was also found near the body. Developments led to the arrest of "Red" Haupris, 26 years old, of Woodstock. Circumstantial evidence pointed strongly to the yoUng man as the guilty party although he has so far failed to admit anything. Green street was the scene of another robbery when the Buick sedan belonging to John Regner was stolen from its parking place near the Empire theater. When the pioneers first came to this country almost a century ago, among the first works which they established was that of roads. From the narrow trail of the Indian through the forests and over the verdant prairies, roads have been laid out and improved up to the present day. One of these new gravel roads has just been opened to traffic after months of preparation and con struction. The new road, which is about a mile long, is a short cut from the cement highway on Route 20 west of McHenry to the crossroad extending north and south at Sherman's hill. FORTY YEARS AGO (Taken from the files of July 27, 1939) One of the largest black bass caught in the Fox river near McHenry in several years was captured by Carl Rietesel. It was taken south of the state bridge. The fish measured 21 inches in length and gave Carl quite a battle. Crystal Lake got 7 runs., TWENTY-FIVE YEARS AGO (Taken from the files of July 22, 1954) The City Council met in another long session which stretched into the midnight hour. A petition submitted by the Zion Lutheran church to the zoning board of appeals, requesting reclassification of property owned by Earl and Amanda Brown to permit erection of a church was ap proved by the Council upon recommendation of the appeal board. Dan Justen, president of the McHenry Chamber of Com merce, was present at the Council meeting to explain that the state of Illinois Highway department required a permit for the Marine day parade, restricting use of state high ways. The Council passed a required resolution which has been submitted to the State department. This sets up the parade route and relieves the state of certain responsibilities. Newly elected officers of McHenry Council Knights of Columbus were installed. Atty. LeRoy J. Welter was selected by the membership to lead the Council during the ensuing year, with Arthur R. Nelson as deputy grand knight. -TEN YEARS AGO (Taken from the files of July 18, 1969) The condition of the East campus high school and plans for a progress report from time to time were under discussion by the board of School District 156. Members of the Building committee reported the campus in "deplorable con dition" following a recent tour of the building. Wash rooms, particularly, were described in a poor state of repair, with window frames rotted, par titions torn down and faucets and other items in need of at tention. Custodians questioned said it was impossible to keep up with the increasing number of repairs which are necessary because of the action of those using the school. Due to the fact that the Red Cross fund drive in McHenry county has not met its financial responsibility, the local office will be covered entirely by Chicago mid-American office. This means that the local office will be closed and all emergency calls, all pension claims, all material will clear through Chicago.
