P#rks And Recreation Meeting For Softball And Baseball Leagues The recreational needs of northeastern Illinois come in for some close scrutiny and emerge as top priorities in the Statewide Comprehensive Outdoor Recreation Plan (SCORP) recently published by the Illinois Department of Conservation. To be eligible for federal Land and water funds, each state must file a SCORP with the federal government. Illinois receives about $15 million a year in the federal monies, much of which is used for grants to aid local government in park land acquisition projects. The recreation plan is a voluminous document packed with tables and indices to help document the state's outdoor recreational assets, policies, prioritiles, I needs andi recom­ mendations. There is so much detailed information in its 254 pages that is accompanied by a more easily read 37-page summary report. Several new trends in outdoor recreation, most of which have their strongest impact on northeastern Illinois, are identified in the recreation plan. Also of significance to the Chicago area is a study of participation in outdoor recreation which goes further than previous studies in documenting the relative shortage of recreational facilities in the region. New directions identified by the plan are: ...A renewed 5-year com­ mitment to provide better recreational opportunities to the handicapped and aging; ...a greater commitment to urban outdoor recreation by increasing opportunities for grant money for urban park systems; ...a campaign to preserve the state's remaining areas of natural significance, a large percentage of which are located in the Chicago area; ...an effort to provide more trails for hiking, bicycling, cross country skiing, snowmobiling, and horseback riding; ...efforts to provide better access to Lake Michigan for boating, fishing and swim­ ming; ...an increased attention to providing winter sports op­ portunities in northern Illinois; and » ...increased public par­ ticipation in planning future facilities. As a follow-up to . the statewide plan, major con­ ferences ons planning for preservation of natural areas and trail development have already been held this spring. Public participation has also been sought in several other major Conservation depart­ ment initiatives in the current fiscal . year, • including reclassification of state-owned properties and planning for development of several state parks. Although previous plans pointed out that the nine-county Chicago region had 64 percent of the state's population but only 13 percent of the public open space, the current statewide plan documents in far greater detail the shortage of outdoor recreational op­ portunities in northeastern Illinois. A survey of 10,000 Illinois households was used to estimate participation in 23 categories of outdoor recreational activities in each region of the state. This measure of participation was then matched with existing facilities in each area. The result was that northeastern Illinois generally ranked lowest of seven geographic areas of the state in adequacy of facilities. It was the worst region in eight of the 23 categories and ranked as best in only one. More specifically, if one lives in northeastern Illinois and wants to fish, camp (primitive or developed), hike, bicycle, horseback ride, swim at a beach, go boating, canoe on a lake or sail, it is sometimes necessary to stand in line or drive a long distance to par­ ticipate in these activities. , Swimming in pools is the most popular recreational activity as measured 6y the survey. The Chicago area ranked fourth statewide in number of pools as compared to the number of swimmers. Besides pool swimming, the activity most frequently engaged in is bicycling. Nor­ theastern Illinois ranks sixth statewide in miles of bike trails as compared to the number of bicyclists. This deficiency is fairly serious because bicyclists don't normally travel very far (44 miles) to par­ ticipate in their sport. Sport fishing spreads across a wider segment of the population - 34 percent of the households surveyed - than any other activity besides pool swimming (34.3 percent). And more fishermen seem addicted to their sport, as indicated by the fact that the average fisherman spends more time - 22 days per year fishing - than do participants in other ac­ tivities. When the total number of people who want to fish in northeastern Illinois is mat­ ched with waters now available for fishing, that part of the state again ends up behind the rest of the state. "The SCORP document is a very necessary attempt to establish a more rational basis for developing cultural and recreational resources and for preserving our natural resources," said David Ken- ney, director of the Department of Conservation. "Any money spent for development for land acquisition must clearly be well spent," Kenney added. "That's why SCORP is so important and why SCORP is only part of the public participation process we've pursued during the past year" mm Modern version: A friend without need is a friend indeed.
