Record Fund Balance The State's "checkbook" balance in the general funds has set another all-time end-of- the-month record, rising to $575 million on Sept. 30, comptroller Roland W. Burns reported today. Comptroller Burris noted that the available balance hit the new record high even though the state made two major school aid payments - totalling $118,254,995 - during the same month and, at the same time, completed payment of "lapse period" bills left over from the last fiscal year.
