Aldermen Wieser and Schooley maintain that no decision was ever made, while ^Alderman Harker and Mayor Stanek felt that the decision had been made. A look back into the minutes of previous meetings revealed little and it was decided to .listen to the tapes of the meeting. Both the motion to accept the pool in Knox park and the motion to accept the master plan passed 5 to 3 with Alder­ men Meurer, Schooley and Wieser dissenting. Alderman Schooley wanted to know what would happen if the tapes show that the Council had indeed not approved the Knox park pool location and Mayor Stanek said that the motion could "always be repealed." Dan Kinnerk, representing the McHenry SnoBallers (a snowmobile club) came before the Council and asked that the City allow the snowmobilers to run their trails across Knox park and ride within the City's right-of-way along roads where necessary. Both of these ac­ tions are technically against the law and require a waiver from the City. Kinnerk said the county snowmobile association hopes to avoid problems and ac­ cidents in the right-of-ways through sensible driving. Answering Council questions, Kinnerk also said that two members of the association would be deputized by the. Sheriff's department and would try to maintain control on the trails which all are allowed to use. Alderman Harker said the snowmobilers should be given "every consideration" because of services they rendered during last year's heavy snows. The Council approved Kin­ nerk's request but reserved the right to abolish the privilege if problems arise. Some members of the Council disagreed with the second reason saying that when the City resurfaces it stops at the concrete. Alderman Wieser said that the City should go along yrith the Sundin recommendation and moved to deny the request. It was denied unanimously. Planner George Cole claimed that such a course would do well and cited the difficulties in getting to play on weekends and holidays. In an informal discussion after his presentation, at the request of Grossman, Berg discussed briefly his views on housing prospects for the coming year. Berg was not optimistic about the developing mortgage picture and con­ cluded that he wished he felt better about the year to come. He laid part of the onus for buildfing conditions on the media for painting such un­ favorable pictures of Chicago metropolitan area. Grossman added more material to the Planning commission members' in­ dividual notebooks including two soil maps and some urban development maps. He ex­ plained how to use the maps in z o n i n g d e l i b e r a t i o n s . Developers would be asked to explain how they would deal with the problems indicated by the maps. Grossman also predicted c o n f l i c t i n g p l a n n i n g jurisdictions with adjoining municipalities where the planning areas already overlapped. This will probably result in negotiated boundaries, he suggested. V. Called a Conference on Conservation, it will be held Saturday, Nov. 3, from 8:15 a.m. to 4p.m. at Central school, McHenry avenue and Paddock street, Crystal Lake. The importance of saving energy is becoming a financial consideration as well as a conservation issue. Planning for energy saving is important for the individual as well as communities. The conference will feature four speakers. The major topics will include ideas for new home construction, subdivision planning, and landscaping. Transportation planning and central business district strategies will be discussed. Ideas for saving energy with zoning and comprehensive community planning will also be presented. Lunch will be served at noon. Dr. Martin Bernard, en­ vironmental systems engineer at Argonne National laboratory, will speak on transportation systems and policies. He is the director of research and planning for transportation at Argonne. C. William Brubaker is an architect and vice-president of Perkins & Will. He is an expert on innovative concepts in ar­ chitecture as they bear on urban and regional planning. Unii Duncan Erley, author of "Energy-Efficient Land Use" and "Site Planning for Solar Access," will also present his views on energy saving.
