Cash For Adoption--The Senate rejected, 13 for and 77 against, an amendment to block proposed federal payments to families which adopt hard-to-place children. The payment would subsidize the child's living expenses. Failure of this amendment left intact language to establish the cash- incentive program. The program is part of HR 3434, a child welfare bill passed and sent to conference with the House. Sen. James McClure, R-Idaho, the sponsor, said financial incentives should not be "a consideration when the decision is made whether or not to adopt. Prospective parents do not need to be paid Dy tne federal government if they are motivated by the right reason." Sen. Carl Levin, D-Mich., an opponent, said: "Financial stress should not be added to the burdens which (families) have already assumed in adopting a physically, mentally, emotionally or medically handicapped child."
