Heart patient says titter gypped him by Carl Eiblet Jr. Q. - "When I faced open- heart surgery in Texas at age 66 I placed my life's savings of U.S. Treasury *E' bonds with my half sister in Florida as a co-owner so that if I ended up being only a vegetable, so to speak, and not being able to sign my name, she could do it for me and use the money to take care of me. She and her husband also were signers dk my checking and savings accounts for the same reason. When I didn't have the surgery, I asked her to send the bonds back to me. She and her husband at first ignored my letters. Finally, she wrote a year ago that they had spent $6,904 of the bond money and they would pay me back at the rate of $100 a month. But she doesn't pay me back. I have an in come npw of only $214 a month. I am prepared to take her to court, even though I am a heart patient, and charge her with every evil act. What can I do?" - Arthur S. A. - Arthur can send his half sister a letter, by registered mail, that offers a choice of immediate payment or criminal action. If that doesn't bring results, he can contact the Special Crimes division of the district attorney's office in his city: phone 220-2311. But Arthur should first review his correspondence, and his recollections. What he says his half sister did is awful. She should be made to make restitution. But, wait a moment: did Arthur give her permission in writing to convert the bonds at needed? Did Arthur in effect give his sister a power of attorney to act for him. When a family fight over money blazes up, it may be nasty, and often it is im possible to prove what was said and not said. But if Arthur insists that his half sister gypped him, and if he is willing to place her in danger of going to prison for fraud, then he could take the case to the district attorney for action that may punish her but probably won't get his money back. Q. - "I am an alcoholic female and wonder if at age 58 I can get supplemental security income. I can't hold a job. I am single and it is difficult to support myself." - Elsie F. A. - Elsie can phone for guidance to Alcoholics Anonymous at 223-8560 in Portland, or the Alcohol Information and Referral Service there, at 222-3286. Q. - "An outfit in Fort Lauderdale is trying to get us to sell our home and in vest some of the moeny in what it calls a life-care Christmas Membership Specials # FAMILY* $5500 INDIVIDUAL* *3750 YOUTH* (12 & under) .'19°° COLLEGE *20°° (Valid I.D. necessary, Good Dec. 15-Jan. 15 & May 15-Aug. 30) 'Memberships Good thru September 30,1980 PRO SHOP SALE IN PROGRESS!! apartment. The said that a place there win insure us of long-term health benefits that take up where Medicare leaves off. If we sell our house we will have $50,000. The life-care outfit wants $20,000 of that. Can we trust them?" - George H. A. - George should follow his instinct, which seems to be - watch out! Life-care enthusiasts should recollect the mess and the heartaches that broke out when a multi- million dollar life-care complex operated in California by a long- established, fine church organization went bankrupt. Nobody was crooked. They were just dumb. Every person past 65 should watch out, and think again and again, and then investigate, before turning over money to somebody with grand ideas for extra easy living for the elderly. Small Dog With a Bite Mrs. Helen L. writes that I belittled her chihuahua when I wrote that the bite of a tiny dog wouldn't scratch an animal cracker. MA chihuahua is a good wat chdog," Heleh writes, "whose bite is no small thing. Her teeth are sharp." Jordan H. thinks I overlooked the Boxer as the ideal large dog. I didn't intend to. I had a beautiful Boxer for 12 years. He was a grandson of the champion Warlord and, I think, a little nuts. He did the craziest things, like lifting a bowling ball with hit teeth in the finger holes, and ttealing grapefruit off the tree no matter how we tried to outwit him. Boxers, however, may be too strong and too large for some seniors who want to take them for walks. A chihuahua would be easier to handle -- and it bites when needed. Q. - "It it true that the governments of the U.S. and West Germany have agreed to coordinate Social Security protection for citizens of either country who have worked in both countries? My wife, a former German citizen, worked in Berlin during the 1930s and the late war years. Since coming to the U.S. she has worked enough to acquire the minimum number of quarters to be eligible for SS in the U.S. Does the U.S.-W. German agreement mean that she will now be eligible for a larger pension based on her German employment?" -- Allen H. - A. -- The agreement between the two countries went into effect Dec. 1, 1979. Allen's wife will not get a larger SS payment from the U.S. because of her work in Germany. Only if she needed German work credits to meet the minimum American requirements for SS, could such German credits be combined to apply for SS payments here. An American living in W. Germany would have the IS YOUR HOME DRY? HAVE A NICE SPRING THIS WINTER! . . . with the Spring-like humidified air lurnished by an Apriiaire Humidifier. Q. - "When I ute an elevator I notice a sign that says we shouldn't use an elevator during a fire emergency. Why? I am 77.1 can't climb stairs easily. You'd think an elevator would be a good place to be. Going up or down away from the fire." - Manfred G. A. - It is all-important to NOT use an elevator in a building where there is a fire emergency. The intense heat from flames may activate the elevator's electronic system so that doors won't close. The elevator's passengers would then be trapped and exposed to death in the flames and smoke. Q. - "Does somebody over 65 have to pay taxes if you haven't been paid a salary but have some money in the bank and get some interest? We sold a house two years after we bought it and made $10,000 profit. We had many big expenses and a large lawver bill before selling. Do I have to pay tax on the profit?" - Len S. A. - All of us are required to file a tax return on our earned income - interest or real estate profit. If you had lived in the house for three years, you would owe no tax on the profit. Q. - "A man at the In ternal Revenue Service told us to sign a paper that waives the time limitation on auditing our income tax return. If I didn't sign then they would right away grab the little property my wife and I have. That's the idea the tax collector put over in a sneaky way. I wish I hadn't signed, then the fight would come to a head right away. The way it is now that waiver might be hanging over our heads for years, if they get too busy at IBS snooping on other honest people. We are each 63 years old. Is there a law that says we have to sign a waiver?" - Michael T. A. - Millions of decent. T. * •rtAINUKAUK - WliUNKSUAV.
