Jill Schaefer Places High In State Talent A happy Jill Schaefer, McHenry ballerina, placed second in the Talent contest held in conjunction with the annual meeting of the Association of Illinois County Fairs at Springfield last Sunday* She receives congratulations from Kenneth Kunzer, also of McHenry, a member of the commitee for the McHenry County Fair Talent contest held last August, for which Jill received first place in the senior division. Jill Schaefer, McHenry ballerina, placed second in the Talent contest held in conjunction with the annual meeting of the Association of Illinois County Fairs at Springfield Sunday. Jill performed a ballet dance to the "Spanish Waltz". She represented the McHenry County fair, placing first in similar competition at the McHenry County fair last summer. Bill Tammeus, chairman of the McHenry county contest, expressed disap pointment that Colin Mc- Cormack was not eligible to compete in the newly established junior division. McHenry county has sponsored a junior contest for several years and Tammeus urged state of ficials to establish two programs, junior and senior. They did in the Fall but set the age limit in such a way that McCormack was 15 days too old to be eligible. Families of the young people were in Springfield along with several McHenry County fair officials. The officials took part in the business session and worked on lining up entertainment for the 1980 fair. Out Of State Buys Pay Illinois Use Tax Illinois farmers who purchase farm equipment from out-of-state dealers are responsible for paying use tax on that equipment to the State of Illinois, Illinois Department of Revenue Director James B. Zagel nenrtittded farmers. The 4 percent use tax is due on combines, discs, tractors, plows, harrows, wagons and other farm equipment purchased out-of- state for use in Illinois, Zagel said. Zagel said the department is stepping up its en forcement efforts to assure that farmers are aware of this tax obligation. The revenue director said he was particularly con cerned about farmers living near' the Missiour border. "Missouri recently eli minated their sales tax on such equipment," he commented. "However, Illinois farmers cannot legally avoid paying state tax on equipment to be used in this state-and they should know that before they go out- of-state to buy this equip ment." Such transactions should be reported to the Illinois Department of Revenue within 30 days of the sale. Checks should be made payable to the Illinois Department of Revenue. Failure to voluntarily report the purchase and pay the taxes due can cost the purchaser an additional 5 percent penalty, plus 1 percent interest per month. RR-l-D forms for reporting purchases are available by writing the Taxpayer Ser vice Unit, Illinois Depart ment of Revenue, Box 4007, Springfield, 111., 62708 or by phoning toll-free 800-252- 8972. Forms and information are also available at all district offices of the Illinois Department of Revenue. Deaths MARIAN E. WINTERS Mrs. Marian E. DIXON Secretary of State Winter arrived this month with measurable snowfalls, high winds and plunging temperatures in most areas of Illinois. Last year's record snow and ice storms serve as a reminder of what can happen to us in the Midwest. Hopefully, all of us are better prepared for highway travel this winter. Our cars have been "winterized" and we feel we're ready for any possible emergency. Most motorists now use snow tires and-or chains on their rear wheels. Snow treads greatly improve general traction, including starting and stopping. Tire chains provide further ef fectiveness when ice and snow cover the road. Many hardware stores carry portable chains which can be used in an emergency. Neither snow tires nor chains, however, will allow you to drive on slick roadways at normal speeds. No one expects to be stranded in blizzard con ditions, but a good winter driving plan includes carrying a heavy woolen blanket and a few candy bars, in addition to a shovel and a bag of sand or gravel. If you are stranded, stay inside your car and wait for someone to find you. Your car's engine should be run for just short time periods. Open a window just a little, even if it is very cold. Carbon monoxide is dangerous in an idling car. (A copy of the rules of the Road will be sent to you upon request. Write to Alan J. Dixon, Secretary of State, Springfield, 111. 62756.)
